We are currently seeking a highly skilled and dedicated Resident Technical Officer (RTO) with expertise in Electrical, Instrumentation, and Control systems to join our client's project team for a significant water infrastructure upgrade in Singapore.
About the Project
This is an exceptional opportunity to contribute to the Kranji Water Replacement Plant, a crucial Public Utilities Board (PUB) project aimed at enhancing Singapore's water treatment capabilities. The Opportunity
As a Resident Technical Officer (RTO) specializing in Electrical, Instrumentation, and Control (EIC), you will serve as the Qualified Site Supervisor on record, ensuring all works adhere strictly to the Building Control Act and project specifications. You will be instrumental in the on-site supervision, quality assurance, and technical coordination of EIC installations, working closely with the Resident Engineer and contractors to deliver a successful and compliant project.

The Opportunity
As a Resident Technical Officer (RTO) specializing in Electrical, Instrumentation, and Control (EIC), you will serve as the Qualified Site Supervisor on record, ensuring all works adhere strictly to the Building Control Act and project specifications. You will be instrumental in the on-site supervision, quality assurance, and technical coordination of EIC installations, working closely with the Resident Engineer and contractors to deliver a successful and compliant project.

- 10 Kranji Road, Singapore 739520
- Transport: Pick-up and drop-off services available at Kranji MRT station. (Note: Season parking fees apply for personal vehicles within the PUB plant premises).
Responsibilities
- Act as the Qualified Site Supervisor (RTO) on record, fulfilling all duties and responsibilities in accordance with the Building Control Act for the supervision of works.
- Collaborate closely with the Resident Engineer (RE) and their representatives to enforce project specifications, industry codes, and regulatory standards.
- Assist the RE in the comprehensive review and approval of design calculations and drawings submitted for site works.
- Proactively provide regular and accurate site progress updates to the project team and stakeholders.
- Ensure meticulous and consistent documentation of all inspections and tests, maintaining full conformance with regulations set forth by the Building and Construction Authority (BCA).
- Organize and witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for EIC systems and equipment.
- Conduct thorough site inspections and certify the value of completed works to support the RE's recommendations for contractor progress payments.
Qualifications
- Minimum Diploma in Electrical Engineering or an equivalent qualification.
- Possess at least 5 years of proven experience in site supervision works, with a strong preference for experience gained within water/wastewater treatment plants or similar process industries.
- Must be a Qualified Site Supervisor (RTO) registered with the relevant authorities.
- Demonstrated ability to be a self-starter, proactive in problem-solving, diligent in execution, and capable of working effectively within a collaborative team environment.
- Strong understanding of electrical, instrumentation, and control systems relevant to large-scale industrial or infrastructure projects.
- Excellent communication and documentation skills.
Employment Details
- Contract Duration: Initial 2-year contract, with potential for extension based on PUB's approval and project progress. The overall project duration is approximately 4 years.
- Working Hours:**Monday to Friday: 8:30 AM to 5:30 PM (8 hours per day)Saturday: 8:30 AM to 12:30 PM (4 hours per day)
- Probation Period:** 6 months
- Notice Period:** 1 month during probation, 2 months after confirmation.

- Performance Gratuity: Subject to satisfactory work performance and full completion of the contract duration (including extensions), an approximate equivalent of one month's basic salary will be paid for every 12 months of service.
- Salary Review: Performance-based salary reviews conducted upon completion of every two years of assignment.

- Leave Entitlements: Annual Leave: 14 days per year.Sick Leave: 14 days sick leave and 60 days Hospitalisation Leave (inclusive of Medical Leave) per year.Statutory Leave: Eligibility for Childcare, Maternity, and Paternity Leave as prescribed by the Employment Act or the Child Development Co-Savings Act (CDCA).
- Time Off In-Lieu (TOIL): For approved overtime work exceeding 10 hours a day, TOIL will be granted at a 1:1 ratio (up to 12 hours per week), not exceeding 40 accumulated hours.
