Regional Export Control Senior Manager role with a renowned MNC

Our client is a very renowned MNC with an established presence. The MNC offers attractive perks including allowing WFH 2 days per week.

It is now hiring for a Regional Export Control Senior Manager in Singapore to drive the firm's export control program & compliance through frequent trainings, stakeholder engagements and management, monitoring & communicating of regulatory changes and updates as well as implementation of new and continuous improvement of processes.

The role reports to the Regional Export Control Director, Asia Pacific, Global Export Control Center of Excellence (CoE). This team sits under the ethics and compliance team.

Key responsibilities:
  • Develop/ enhance the company's global export control program as a member of the Global Export Control Center of Excellence (CoE)
  • Lead/coordinate export control classification related projects and activities for East Asia & Pacific
  • Provide guidance to adherence of the East Asia & Pacific region and applicable international and national export control & sanctions regulations and requirements representing the Global Export Control CoE in the region.
  • Be a subject-matter-expert (SME) on export control & sanctions regulations and requirements for the region.
  • Act as a point of contact for export control related government agencies and authorities.
  • Monitor the export control & sanctions regulations, understand impacts to the firm's business operations and provide timely updates to management and stakeholder(s).
  • Conduct and support reviews and audits at the sites, generate reports to senior management and lead improvement activities.
  • Perform training of personnel at all levels on a frequent basis. Advise the sites of new regulations and how they affect business processes.
  • Provide advice for procedures that are "self-checking" ensuring adherence to export control and sanctions related regulations.
  • Work closely with the sites appointed/management personnel, export control operations managers and export control Single Points of Contact to ensure continuous improvement of all export control related systems, policies and procedures.
  • Lead and advice on internal investigations and promptly reports the results of any investigations to management.
  • Provide advice and guidance to the management on export control and sanctions related compliance matters & requirements. This may include providing advice in the preparation/submission of export control and sanctions related licenses and agreements and advising on the implementation of technology control plans and other export control and sanctions related procedures and work instructions.
  • Provide guidance to other functional employees in the assigned region with export control & sanctions related compliance responsibilities.
  • Identify/report to management on any potential violations of export control and sanctions laws.
  • Provide guidance to other departments on strategic planning to ensure efficiency and cost effectiveness in areas that involve export control & sanctions.
  • Assist with the implementation of corporate export controls & sanctions related policies, procedures and guidelines.
  • Provide advice on required export control & sanctions licenses, agreements, shipping documents and other underlying documentation for accurate compliance with the applicable export control and sanctions regulations.
  • Provide advice and guidance to Global Supply Chain (GSC)/Procurement department in working with outside vendors and service providers in obtaining/providing documentation and information required for export control due diligence and compliance requirements.
  • Provide advice, support on any ad-hoc export control & sanction projects (e.g., M&A and Divestment, Classification & etc.), activities & discussion at both Corporate & Cross-Region/Country as assigned.

Required Qualifications
  • Bachelor's degree required;
  • Possess strong export control experience required, preferable gained in an MNC
  • Min 10 years of detailed and extensive knowledge and experience in East Asia, Pacific and International Export Control & Sanctions related regulations, including classification, licensing, reporting and export program development & management.
  • Able to travel about 30% of the time domestically and internationally when required.
  • Possess strong influencing skills and excellent stakeholder management skills
  • Demonstrated ability to both leading a team and being a team player.
  • Proficiency with MS office applications.
  • Excellent oral and written skills.
