Senior Executive / Manager - Business Development (Oil & Gas Manpower Solutions)

About the Role
We are looking for a driven and experienced Business Development Senior Executive / Manager to lead business growth in the oil and gas manpower sector, with a key focus on clients and projects in the Middle East. Based in Singapore, this role involves acquiring new clients, managing regional operations and vendors, and supporting cross-border recruitment and mobilization strategies.

Key Responsibilities
Business Development & Sales
  • Identify and win new manpower supply contracts within the Oil & Gas / Energy sector, especially in Middle Eastern markets such as Qatar, UAE, and Saudi Arabia.
  • Build and maintain long-term partnerships with EPC contractors, oil companies, and project stakeholders.
  • Promote recruitment, staffing, and deployment solutions tailored to project needs.
  • Collaborate with internal delivery and recruitment teams to ensure client satisfaction and timely fulfillment.
  • Monitor market activity and competitors to seize emerging business opportunities.

Vendor & Supplier Management
  • Source, evaluate, and manage service vendors and subcontractors for visa processing, medical checks, logistics, and payroll.
  • Maintain strong relationships with suppliers and bankers, ensuring cost-effectiveness and high-quality service.
  • Handle vendor contracts, monitor performance, and resolve cross-border operational issues.

Cross-Border Operations & Compliance
  • Manage end-to-end mobilization for workers deployed to Middle Eastern countries.
  • Oversee work visa applications, employee onboarding, and compliance with international labor regulations.
  • Work closely with embassies, immigration consultants, and legal teams to address regional compliance needs.
  • Coordinate between Singapore HQ and overseas partners to ensure smooth execution.

Strategy & Team Leadership
  • Align business development efforts with overall company strategy and manpower targets.
  • Mentor junior team members and support training in client servicing and account management.
  • Contribute to proposal writing, pricing, and commercial terms negotiation.

Requirements
  • 3-5 years of experience in business development, recruitment sales, or project operations within the Oil & Gas manpower sector.
  • Prior experience in Middle East projects or client servicing is strongly preferred.
  • Strong track record in acquiring and managing high-value manpower contracts.
  • Proficiency in Chinese (spoken and written) to work with Chinese-speaking stakeholders and vendors.
  • Excellent negotiation, communication, and stakeholder engagement skills.
  • Strong knowledge of cross-border recruitment, visa processes, and compliance in international markets.
  • Able to work independently in a fast-paced environment with minimal supervision.
