Role Summary:

EDP seeks an experienced APAC Procurement Manager to facilitate procurement efforts for Distributed Generation (DG) and Utility Scale (US) projects in the APAC region. This role will ensure effective coordination with EDP's Global Procurement Centers of Excellence (CoEs), integrating regional needs into global procurement strategies while overseeing regional supply chain activities.

This position is designed to enable efficient procurement operations without becoming a bottleneck or a single point of contact. While strategic negotiations for global equipment (e.g., Solar PV Panels, Inverters, Trackers, BESS) and BOS/BOP services are managed by the CoEs, the APAC Procurement

Manager will act as a facilitator, when required by the CoEs, between the regional teams and the CoEs, ensuring smooth coordination and implementation.

Additionally, the APAC Procurement Manager will participate in the Procurement Committee(s), where decisions related with APAC are made, providing a regional perspective to ensure that procurement decisions align with local market dynamics, regulatory requirements, and supply chain conditions.

Responsibilities:

1. Coordination with Global Procurement CoEs:

The APAC Procurement Manager, reporting to the Business Partner, will ensure that regional needs are clearly communicated and addressed within the global procurement framework. This role does not centralize unilaterally procurement activities but instead leads seamless collaboration between regional teams and the CoEs. Key responsibilities include:
  • Focal point Facilitating the communication of regional demand forecasts and specific requirements to align global sourcing with local needs.
  • Ensuring that regulatory and logistical considerations from APAC markets are effectively relayed to the CoEs to ensure and align all local needs
  • Encouraging direct interactions between CoEs and regional teams to optimize procurement efficiency .
  • Supporting APAC Business Partner and CoEs in resolving regional challenges aligning regional procurement decision with CoE BoP/BoS

The APAC Procurement Manager will not replace direct communication between CoEs and regional stakeholders but will ensure alignment and efficiency in procurement processes.

2. Regional Procurement & Supply Chain Management:

Beyond global equipment managed by the CoEs, the APAC Procurement Manager will oversee all procurement activities related to DG and ensure alignment for US projects in APAC:

BOS/BOP for DG Projects:
  • Lead in alignment and coordination with CoEs procurement activities, including RFP management, supplier evaluation, contract negotiations, and ensuring compliance with EDP policies.
  • Collaborate with the BOS/BOP CoE and Client Solutions Platform to periodically refine the procurement strategy.
  • BOS/BOP for US Projects:
  • Lead in alignment and coordination with CoEs procurement activities, ensuring regional alignment and needs with global procurement strategies.
  • Facilitate local execution where necessary, following global procurement processes and indications from CoE.

Additional procurement responsibilities include:
  • Cross-functional Coordination: Work with Business Development, Project Management, Engineering, Compliance, SSBC (Safety, Security and Business Continuity), ESG and Legal teams to ensure efficient procurement.
  • Cost Optimization: Challenge specifications for cost efficiency while maintaining compliance.
  • Logistics & Transportation: Supervise logistics, ensuring efficient material shipment planning to avoid supply chain disruptions.
  • Warehousing & Inventory: Oversee warehousing operations, ensuring they meet safety and quality standards, and monitor inventory movement to ensure timely project delivery and accurate expense tracking.
  • Forecasting & Payments: Provide procurement forecasts and coordinate with finance to ensure timely payments.

3. Procurement Committee Participation

The APAC Procurement Manager will participate in the Procurement Committee, contributing a regional perspective to:
  • Ensure that local market dynamics, regulatory requirements, and supply chain risks are factored into global procurement decisions.
  • Provide insights on supplier performance, cost trends, and risk mitigation strategies specific to the APAC region.
  • Support alignment between regional needs and global sourcing strategies, ensuring procurement decisions reflect business priorities.

4. Standard Operating Procedures (SOPs) & Process Optimization
  • Maintain and enhance SOPs for procurement and supply chain management to reflect best practices.
  • Optimize the use of supply chain tools (e.g., APPIAN, SAP) to enhance transparency and efficiency.

5. Support to the Head of Department (HOD)
  • Monitor the implementation of EDP's procurement processes across the APAC region.
  • Collect and analyze supply chain data to drive continuous improvement.

6. Health & Safety (H&S) Compliance

The APAC Procurement Manager will take particular attention to Health & Safety (H&S) considerations, ensuring that all procurement and supply chain activities align with EDP's safety policies and industry best practices. Key responsibilities include:
  • Ensuring that procured equipment, materials, and services meet EDP's H&S requirements.
  • Working closely with suppliers to enforce best practices in workplace safety and regulatory compliance.
  • Mitigating H&S risks in supplier selection, contract negotiations, and project execution.
  • Monitoring regional H&S regulations and ensuring alignment with local legal frameworks.

3. Standard Operating Procedures (SOPs) & Process Optimization:
  • Maintain up-to-date SOPs to reflect current procurement and supply chain practices.
  • Improve the use of supply chain tools (such as APPIAN, SAP) to enhance cross-functional collaboration and data accuracy.

4. Support to the Head of Department (HOD):
  • Assist the HOD in monitoring the implementation of EDP's procurement processes across the APAC region.
  • Collect and analyze supply chain data to drive continuous improvement.

Requirements:

Education: University degree in engineering or a related field.

Experience:
  • At least 5 years of experience in procurement, preferably in energy or related industries (chemical, process).
  • Proven ability to manage procurement processes, including negotiations, compliance, and supplier management.
  • Experience in renewable energy projects is a plus.
  • Strong experience working with multidisciplinary teams and external stakeholders (contractors, technology providers, authorities).
  • Strong leadership and problem-solving abilities.
  • Ability to build and maintain relationships in multicultural environments.
  • Excellent communication, organizational, and negotiation skills.
  • Proficiency in SAP or similar procurement tools (APPIAN is a plus).
  • Strong technical and commercial analytical skills.
  • Ability to manage multiple tasks with limited supervision.
  • Travel Flexibility: Willingness to travel as required.
