Responsibilities

  • Lead the procurement process for subcontractors, equipment suppliers, and consultants
  • Formulate and execute procurement strategies for assigned construction or high-tech projects
  • Improve procurement workflows (e.g., RFP/RFQ, approvals, contract documentation) for better efficiency and transparency
  • Implement supplier performance metrics and manage regular assessments of vendors and subcontractors
  • Supervise and mentor procurement analysts or buyers, supporting day-to-day and annual objectives
  • Draft, negotiate, and manage contracts including Subcontracts, POs, Change Orders, and Work Orders
  • Coordinate bid clarifications and maintain alignment on scopes, pricing, risk, and deliverables with bidders and internal teams
  • Ensure cost control by managing packages against budgets and preparing award recommendation reportsJob Responsibilities
  • Source, compare, and negotiate with subcontractors, manufacturers, and material suppliers (preferably with M&E-related procurement experience)
  • Support project engineers by anticipating material and equipment requirements, and respond quickly to changes in demand
  • Act as key liaison for both international and domestic vendors, ensuring strong supplier relationships.
  • Coordinate with internal project teams and external suppliers to ensure timely and accurate order fulfillment
  • Manage logistics with third-party providers to facilitate smooth and cost-efficient shipments
  • Apply business knowledge in import/export and international trade to support procurement activities
  • Maintain procurement control lists and develop reporting formats based on project requirements


Requirements

  • Bachelor's degree in Quantity Surveying, Engineering, Building Sciences, Construction Management, or related discipline
  • At least 5 years of relevant experience in construction, engineering, or related industry
  • Strong interpersonal skills: positive, proactive, detail-oriented, and responsible
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
  • Strong willingness to learn and adapt in a fast-paced project environment
  • Good communication, reading, and writing skills in both English and Chinese (to liaise with Chinese counterparts and suppliers)
