To lead, implement and drive the success of HMI Group's procurement model in Singapore.

Based at our HMI Singapore corporate office and reporting directly to the Singapore Financial Controller, HMI Singapore, you will be responsible for defining and implementing the procurement strategy, governance and process/policies for HMI Singapore business units. The role will also support strategic contract and supplier management in key spend areas such as drug and laboratory categories, and foster group-wide synergies and efficiencies across procurement-related functions.

Responsibilities
  • Develop and implement the Singapore procurement strategy/initiatives, process flows, and policies in alignment with HMI Group standards.
  • Drive strategic contract and supplier management for key categories, including: Drugs (Pharmaceuticals) and laboratory services and consumables
  • Explore and coordinate general procurement opportunities and synergies across business units, such as but not limiting to: Repairs & maintenance, stationery and printing and qualified service contractors
  • Lead the implementation and dissemination of procurement and vendor management policies across Singapore entities.
  • Maintain and periodically review the critical vendor list and associated review cycle.
  • Perform supplier market/category/supply risk analysis and develop total cost ownership models to identify cost improvement / cost saving opportunities.
  • Manage stakeholder relationships to integrate category plans with entity-level budgets and price planning processes.
  • Lead tender/RFQ processes, evaluate suppliers and bids based on pricing, capabilities, availability, compliance, and service terms and negotiating favourable terms & conditions.
  • Evaluate and execute procurement flow decisions that improve supply chain efficiency and service levels.
  • Partner with business unit/functional leads and clinical stakeholders to conduct regular contract reviews and service-level evaluations with suppliers.
  • Provide leadership and mentorship to procurement team members across the Singapore business units.
  • Managing contracts with suppliers, ensuring compliance with HMI Group's corporate business principles, policies, and procurement governance and terms and obligations are met throughout the tenure.
  • Support procurement-related reporting to the Singapore Financial Controller and other key stakeholders.
  • Undertake any other duties that may be assigned from time to time.

Requirements
  • University degree in Supply Chain Management, Procurement, Business Administration / Management or equivalent.
  • At least 5 years of procurement experience across multiple spend categories, preferably within the healthcare or related sectors.
  • Strong understanding of strategic sourcing, supplier relationship management, and contract governance.
  • Proficient in procurement risk management and responsible sourcing practices.
  • Working knowledge of procurement compliance standards and regulatory requirements, both local and international.
  • Strong analytical capabilities, financial acumen (e.g. cost benchmarking, audit with suppliers), and understanding of contract law.
  • Proactive and positive mindset with the ability to collaborate and influence across teams and stakeholders.
  • Skilled in negotiation, project management, and cross-functional alignment.
  • Excellent written and verbal communication skills in English.
