Job scope
1. Project/Product Management
a) Define and execute product visions, development roadmaps and strategies that meet
business objectives;
b) Collect, analyse, and translate user needs into product opportunities;
c) Conduct market research and analysis to identify new opportunities or product
development and growth;
d) Align with users and stakeholders on product requirements and user stories;
e) Collaborate with relevant stakeholders to plan, prioritise and manage product backlogs;
f) Manage the product development process using agile methodologies;
g) Ensure timely delivery of product releases and reviews with key stakeholders;
h) Collaborate with solution and design team to develop go-to-market strategy for new
products or features;
i) Collect, analyse, and report key metrics provide insights into product performance
j) Monitor user feedback to optimise user experience by rectifying errors, improving
existing features, or identifying new features;
k) Manage the product life cycle and ensure in-house developed products remain relevant
in bringing value to users;
l) Support in planning and executing product roadmaps;
m) Identify and support relevant trainings on product;
n) Identify potential project risks and its implication to the organisation and to recommend
mitigating measures so as to manage the risks and to provide reasonable assurance to
the organisation and its stakeholders;
o) Plan and implement operational processes and procedures to manage the day-to-day
support of the product to meet the business operations objectives;
p) Effectively engage and manage the external service provider(s) (who supplies the
people, processes, tools and methodologies) to deliver enhancements and services of
the product. This includes procurement, contract management and transition
management;
q) Manage costs, including enhancement requests, to ensure that projects achieve their
planned benefits within budget;
r) Understand the IT management policy, quality management policy and security
guidelines to ensure the development processes and procedures and product are
designed to comply with these policy and guidelines; and
s) Provide regular updates to HTX management.
2. Contract and Service Provider Management
a) Understand the contractual engagement with Service Provider for the purpose of
contract management and enforcement;
b) Manage the life cycle of the contract from contract initiation, transition , expiry or
termination & handover;
c) Perform relationship management and dispute management; and
d) Manage service provider's quality and performance to ensure that services are
delivered according to the specified service levels and requirements including systems
maintenance, enhancements, problem resolution and improvements.
3. ICT Funding and Procurement
a) Understand the business objective and needs, plan and lead the development of a
feasible business case and budget for the product;
b) Understand the sources of funding and their review cycle to develop action plan to
obtain funding;
c) Understand the principles, values and rules of procurement policy and execute the
procurement process in compliance to the established procedure and guidelines; and
d) Manage and execute the procurement life cycle - procurement approach, specifications,
evaluation & clarification, recommendation and contracting in a timely and quality
manner.
