Position Overview
This role focuses on strengthening the structural design function across the organization's regional offices. The incumbent will lead initiatives to improve design standards, oversee ongoing design works from tender to handover, and provide strategic technical input to affiliated companies across Asia.

Key Responsibilities

Regional Design Coordination and Oversight
  • Support group companies in executing structural components of design-build projects, ensuring consistency and quality across all stages.
  • Review tender documents and contribute to the planning and technical approach during bid preparation.
  • Attend review sessions with design teams to provide engineering feedback and quality checks on design deliverables.
  • Participate in regional and head office discussions to maintain alignment with broader design objectives.
  • Conduct monthly site visits to partner companies and guide local design teams on structural strategy and compliance.
  • Offer assistance on build-only contracts requiring structural review when needed.

Development of Structural Standards
  • Research and compile technical requirements relevant to building design in Singapore, Thailand, Vietnam, Indonesia, and Taiwan.
  • Assist in formulating internal structural design guidelines, including specifications, standard details, documentation practices, and drafting conventions.
  • Provide progress updates on the rollout and adaptation of these standards across different markets.
  • Collaborate with other departments in implementing standardized coding and estimation formats related to structural deliverables.

Client and Project Partner Engagement
  • Coordinate with business development to gather intelligence on prospective or ongoing projects through direct engagement with clients, consultants, and contractors.
  • Provide support to the Tokyo office for market and project updates involving Singapore-based stakeholders.
  • Ensure all external communications are reviewed and approved by regional management.

Candidate Requirements

Qualifications and Experience
  • Degree or diploma in structural engineering, architectural engineering, or a related discipline.
  • Professional engineering certification in Singapore or another jurisdiction is preferred.
  • Minimum of 15 years' relevant experience, including 5 years in a supervisory or managerial capacity.
  • Exposure to international construction or design projects is an advantage.
  • Must be open to occasional overseas travel.

Skills and Competencies
  • Comprehensive understanding of structural engineering principles and construction design processes.
  • Familiarity with regional and international engineering standards and building codes.
  • Working knowledge of structural modeling tools and sustainability standards (e.g., LEED, WELL) is desirable.
  • Strong leadership, communication, and interpersonal skills across diverse teams and stakeholders.
  • High level of organizational ability and comfort with managing competing priorities.
  • Detail-oriented, adaptable, and proactive in resolving complex design issues.
  • Proficiency in English is required; knowledge of Chinese would be advantageous.

Internal Information

This is a replacement role.

(A) Job Summary:

The Structural Manager is responsible for spearheading the development and implementation of design

strategic plans and improvements to design capability and Design Quality of Group Company's Design

Department.

For the Asia Pacific Regional Headquarters Office, he/she looks into design progress (from Bid, Design,

Construction and Hand-over) of each group company's Design Build projects while overseeing the day-today

office activities.

(B) Essential Job Functions:

The Structural Manager is responsible for, but not limited to, the following works:

Structural Design Management Service for Group Company's Design Department

• Provide design management service for Design and Build Projects to design departments of group

companies - currently includes Thai Obayashi, Obayashi Vietnam and Jaya Obayashi.

• Review RFP documents/drawings for Bid and assist General Manager to set up the strategy.

• Aend Design Review Meeting with Group Company's Design Departments and give appropriate advice.

• Review design documents/drawings/calculation-sheet/Structural-calculation-model from the structural

viewpoint, check design quality, and give feedback.

• Aend the periodical meeting with Tokyo HQ, if necessary

• Aend Design Unit Annual Meeting, in which General Managers of Group Company.

• Visit Group Company's Design Department periodically, once a month preferred, and talk with

management team and national staff, and aend Design Review Meeting locally held.

• Assist with Design Review for build only projects where necessary.

Design Standard Establishment

• Research the conditions of Design Specification/Common Specification of Singapore, Thailand, Vietnam,

Indonesia and Taiwan, and report to GM.

• Assist GM to establish Structural Design Standard of APRHQ Building Design Department and help group

company's design department to localize.

• In APRHQ Design Standard should include, but not limited to, Design Specification, standard details,

Coding Rule, and document rules.

• Make periodical progress reports to GM about the implementation of establishment and localization.

• Support other departments of APRHQ to establish CSI format coding/estimation related to design

specification/drawings.

Client Relations

• Assist Business Development Department to get any information about new/current/past projects by

meeting/communicating with clients/design consultants/contractors

Tokyo HQ support

• Assist Tokyo HQ to provide any project-related information

• Support project in Japan by meeting/communicating with Singapore clients/design consultants/ contractors

• Above must be reported to GM and get approval to proceed.

(C) Minimum Qualifications/ Job Experience:

• A Structure Engineer licensed in Singapore or other countries is preferred.

• A Bachelor's Degree or Diploma in Architecture/Structural Engineer or related field.

• At least 15 years of relevant working experience.

• At least 5 years of supervisory experience in managing a team.

• Experience in international design or construction projects

• Experience in international client's projects

• Require overseas business travel (frequency to be discussed)

(D) Knowledge/ Skills/ Abilities:

• Strong working knowledge of structural design, drawings, and details.

• Knowledge of local and international regulations and engineering standards

• Knowledge of LEED, WELL and other sustainability design

• Knowledge of structural analysis tools and modeling

• Excellent verbal and written communication skills in English.

• Able to work independently and as a team

• People-oriented with strong leadership and interpersonal skills to manage internal and external stakeholders.

• Strong organizational and conflict resolution skills.

• Ability to analyse and synthesize issues quickly.

• Strong time management skills with exceptional attention to detail and ability to manage multiple tasks at one time.

• Resourceful and assertive.

• Able to work overtime when required.
