We are seeking a dynamic and experienced HR Manager with a specialized focus on delivering Group HR shared services and ensuring HR operational excellence. As a key member of our HR team, you will oversee and drive HR projects and initiatives across various HR pillars to enhance efficiency, streamline processes, and elevate the overall employee experience.

Reporting to the Group Senior Manager, you will be responsible for successfully delivering HR operational processes for the Group and streamlining workflows through automation and technology. You will lead the implementation of HR projects and initiatives with the primary goal of delivering world-class HR services to the Group.

In addition to your role as Lead of HR Shared Services, you will take on the role of HR Business Partner for our Thailand business unit (OBU). In this capacity, you will matrix report to the Plant Head for Thailand to develop and implement HR initiatives that support both OBU and Group HR priorities.

This dual role provides a hands-on opportunity to strengthen Group HR policies and operations, align OBU managers with business and HR priorities, and lead the development and performance of the Thailand HR team.

Responsibilities

1. Group HR Shared Services (HRSS)
  • Support the strategic and operational direction of Group HR Shared Services (HRSS), including the design of service delivery models, process standardization, and effective use of HR technology.
  • Lead cross-functional HR transformation projects and initiatives to enhance efficiency, support business growth, and improve employee experience.
  • Work closely with senior stakeholders and country / OBU HR teams to ensure HR services are aligned with business needs and delivered with a team member-focused mindset.
  • Set and communicate global/regional HR policies and SOPs (e.g., recruitment, onboarding, exit, performance improvement), ensuring alignment and consistency across the organization.
  • Prepare and participate in talent development, performance reviews, manpower planning, budgeting, and end-of-year processes.
  • Provide advice, assistance, and follow-up on company policies, procedures, and HR program administration.

2. HR Operational Excellence, Process & Technology Enablement
  • Lead continuous process improvement and change management initiatives to enhance service quality, efficiency, and cultural alignment within HRSS.
  • Establish clear standards and procedures for handling employee queries and transactions, ensuring timely and accurate delivery of HR services across HQ and regional units.
  • Manage HRSS budgets, vendors, and outsourcing arrangements, ensuring cost-effective operations and strong ROI.
  • Oversee HRIS implementation initiatives and drive continuous improvement in system capabilities to broaden HR service offerings and enable better user experience.
  • Support regulatory compliance and employee lifecycle processes by participating in internal/external audits, regulatory surveys, and benchmarking studies.
  • Provide onsite or remote support to country HR teams and oversee the delivery of HR administrative tasks and ad-hoc projects.

3. Data Analytics, Compliance & Risk Management
  • Drive HR analytics initiatives to evaluate HR performance, identify improvement areas, and support data-driven decision-making.
  • Develop and present dashboards and reports for senior leadership, offering actionable insights on workforce trends and HR service effectiveness.
  • Promote strong data governance practices and ensure accurate, timely HR reporting across the Group.
  • Ensure compliance with local labor laws, internal policies, and industry standards, while proactively identifying and mitigating HR risks.
  • Lead audit preparations and ensure readiness for internal and external compliance checks.
  • Collate and analyze data for employee engagement surveys and other feedback tools to support continuous improvement and workforce well-being.

4. HR Business Partnering (Thailand)
  • Serve as a strategic HR Business Partner to the leadership team for Thailand by building strong relationships, providing guidance on people matters, and driving HR initiatives that support business goals. This includes workforce planning, talent development, organizational effectiveness, and ensuring alignment with Group HR policies.
  • Act as a key liaison between Group HRSS and local HR functions to drive alignment and seamless execution of Group-wide initiatives.
  • Plan and drive targeted HR initiatives at OBU level to support Thailand business unit's growth and operational goals.
  • Ensure accurate, timely, and compliant HR service delivery through local HR team.
  • Drive the development of the local HR team by building their capabilities, providing coaching, and creating opportunities for continuous learning and growth.


Requirements
  • Possess a Bachelor's degree from a reputable university.
  • Minimum of 8 years of progressive experience in Human Resources Business Partnering or Group HR Shared Services with a proven track record of successful HR transformation and process improvements for SG and regional offices, including HR systems and automation tools.
  • At least 3 years of experience as a people manager, with demonstrated success in building, leading, and motivating effective teams.
  • Demonstrated high digital literacy to effectively leverage HR systems, automation tools, and data analytics for service excellence and scalable operations.
  • Strong familiarity with HR compliance, payroll interfaces, employee lifecycle management, and service-level reporting.
  • Strong ability to prioritize, multitask, and manage multiple projects effectively in a fast-paced, dynamic environment.
  • Excellent logical reasoning and problem-solving skills to troubleshoot and resolve issues.
  • Ability to work independently and work with regional teams to establish and meet deadlines, goals, and objectives.
  • Driven, high-energy, self-motivated, and results-oriented.
  • Effective communication and interpersonal skills to interact with different organizational levels, negotiate, solve problems, complete projects, and influence decision-making.
  • Proficiency in spoken and written Mandarin is an important required due to the Group's sizeable presence in the China market.

Technical
  • HR Shared Services operations and process standardization and optimisation
  • HR technology utilization and data analytics (including dashboard and report creation)
  • HR data governance and compliance with labor laws and internal policies
  • Workforce planning, recruitment, payroll, and benefits administration
  • Project management, including risk mitigation and change implementation
