The Role

Malaria elimination efforts in Asia Pacific rely significantly on donor funding. However, declines in donor funding in global health, alongside a rise in cases for the first time since 2000, threaten to reverse progress made over the past two decades.

The Senior Health Financing Manager will provide country support on health financing and resource mobilization advocacy efforts across the Asia Pacific. This role is central to securing the sustainable financing required for malaria elimination and to ensure effective follow-up on malaria financing opportunities.

Responsibilities:

Country Support
  • Provide support to national malaria programs and Ministries of Health and Finance on developing investment cases and identifying domestic / external resource mobilization opportunities.
  • Lead the technical design and co-development of specific, in-country malaria financing deals and initiatives with relevant government stakeholders.
  • Facilitate countries in developing high-quality funding proposals and grant applications.
  • Analyse financing gaps, health sector budgets, and public / malaria financial data to inform tailored, country-level financing solutions and budget advocacy strategies.
  • Build and maintain strong, collaborative partnerships with Ministries of Finance, Ministries of Health, and other government agencies in priority countries.
  • Work closely with in-country partners to build local capacity in health financing, financial planning, and malaria budget advocacy.

Donor / Funder Engagement
  • Support technical (financing) engagement with key global health donors / funders, with a particular focus on multilateral development banks, to align resources with country needs.
  • Identify and cultivate new and non-traditional funding sources, including private sector partnerships and blended financing models.
  • Build and maintain strong, collaborative partnerships with financing institutions, including development banks, NGOs, and foundations, to enhance the collective impact of malaria interventions.
  • Support the APLMA's Executive Leadership Team to coordinate with donor partners to leverage resources and share best practices for malaria financing across the region.
  • Provide briefings, talking points, and technical (financing) support to APLMA's Executive Leadership Team for key resource mobilisation engagements.

Requirements:

Qualifications
  • Master's degree in health economics, Public Health (with a financing specialization), Finance, Public Policy, International Development, or a related field.

Experience
  • Preferably more than 8 years of proven experience in health financing, resource mobilization, and designing or managing public health programs, with a focus on the Asia-Pacific region.
  • Demonstrated experience structuring and negotiating financing deals, investment cases, or health-focused public-private partnerships.
  • Extensive experience working with major global health donors, such as the Global Fund, and/or multilateral development banks/agencies preferred.
  • Proven ability to work effectively with high-level government officials, particularly within Ministries of Health and Finance.
  • Familiarity with public sector financial protocols, particularly, on sovereign loan approval processes.
  • Prior financing work experience in multilateral development bank on public and social sector will be considered.

The position is a full-time role based in the organization's headquarters in Singapore and will require travel internationally. The organization offers a competitive salary and benefits package, commensurate with experience and qualifications. The successful candidate will be offered full-time contract employment in line with the approved grant duration, with the possibility of extension based on performance and availability of funding.
