DUTY AND REPONSIBILITY FOR PROJECT DIRECTOR OF GMC PROJECT

The Project Director has the highest level of authority and has primary responsibility for the control and coordination of the entire construction process from inception to completion. The key responsibilities of the Project Director are to ensure that projects are completed to the client's satisfaction, while also meeting the company and industry requirements in relation to work health and safety, environment, quality, time objectives.

Performance Drive:

\tEffectively manage team, stakeholders, contractors and subcontractors to deliver project outcomes

\tIdentify and communicate authority levels across the project team, including assign duty and responsibilities of all site staff. Areas/ trade of each site staff to be defined, dedicate works and tasks to be competed daily,

\tMentor and evaluate staff performance, use task KPI if required,

\tEnsure effective communication and collaboration across departments and teams.

\tEnsure all team members are aware and accountable for performance expectations, including safety awareness, reporting of all unsafe practices and conditions, and make safe to safe conditions,

\tIdentify and manage interdependencies within and across project teams to ensure successful delivery

\tAnticipate and manage risks to project delivery, including forecast in advance requirement for trades, works, information and temporary facilities,

\tEnsure Project manager, Site Engineers track and monitor completion programme, report all delay to critical activities,

\tEnsure designated site staff and PICs record site diary,

\tEnsure computing Constructability Score (C Score) and Buildability Score (B Score), adequately report and inform management outcome of these scores,

\tEnsure Green mark score is monitored and records submitted to the QP,

\tEnsure the Technical Team conduct regular design meetings with Consultants, subcontractors, to record issues to site team and management,

\tEnsure the QA/QC team setup Project Quality Plan and CONQUAS audits plan,

\tEnsure all subcontractors' submission comply with local and COP and by-law,

\tDefine filing system for the DC (Document Controller), ensure proper filing of all document send out or receive, create Register for all documents,

\tEnsure site team establish site temporary facilities, including tower crane, hoist, lighting, scaffolding, and etc, location, duration of use, and the procurement of these items,

\tEnsure site team and respective PICs to keep Register of all RFI and RFA, report outstanding RFA and FRI in Site Progress meetings,

\tEnsure the site team Keep Register of all Site Correspondence in and out, ensure the DC (Document Controller) keep records and filing,

\tIdentify potential project risks (technical, financial, legal, environmental).

\tDevelop and implement risk mitigation strategies.

\tMonitor risk status and ensure contingency plans are in place.

Safety and Health:

\tPromote a positive work health and safety culture; lead by example

\tEnsure Company and Site safety objectives are achieved,

\tEnsure site operations compliance with safety regulations, building codes, and legal requirements.

\tEnsure site staff conduct routine safety inspection and recognise good practices, report all incidents, unsafe conditions and practices,

\tEnsure that contractors and suppliers are complying with legislative, client and safety and environmental requirements

\tInvolve in the investigation and debrief of all Lost Time Injuries, near misses, minor and/or critical incidents that occurred

\tReview Risk Assessment for all high-risk activities, including work at height, confined space and etc as listed in MOM circulation,

\tParticipate in contractor Safety Meeting, Safety Site Walk and Safety Promotion,

\tEnsure the EHS and site team review and action key lessons learnt from all incidents occurring on site

\tEnsure Site safety Team prepare and submit Site Safety Plan, Inhouse Rules, Site Utilisation Plan showing workers rest areas, major equipment layout, Emergency Response Plan, Incident Reporting flow chart, Waste Management Plan, Safety management plan, Risk Management Plan. All required regular update and review,

\tEnsure Site Safety Team conduct 1st Day Induction for all new workers, staff and consultants,

\tEnsure conducting Safety Promotion program on site, eg 1,000,000 hours without LTI promotions,

\tEnsure Safety Team report man-hours records, number of workers Inducted in Site Progress meeting, incident reports, (if no incident report NIL)

\tEnsure Safety Team report Environmental and Waste management issues in Site Progress meeting,

\tEnsure that the site security system is setup and identification pass and etc is issued to workers, staff and consultants,

\tAuthorise Site team to sign off PTW, review RA and WMS submissions,

Deliver quality:

\tEnsure the respective PICs manage the issuing of approval of construction drawings and specs to the contractors.

\tEnsure that the site teams are using valid and up to date AFC drawings for construction,

\tEnsure that the PICS submit Request for Information (RFI) and Request for Approval (RFA) process is administered on the project. Ensure update and send reminder for consultants to reply,

\tEnsure Site attain required CONQUAS score and GM score,

\tEnsure site team members acquire and attend necessary safety and quality trainings as listed in site training matrix,

\tBudgeting and Cost Controlling:

o\tOversee the project budget, including cost estimation, resource planning, and financial forecasting.

o\tMonitor expenditures to ensure they align with the budget.

o\tApprove high-value procurement and contract decisions.

o\tImplement cost-saving strategies without compromising on quality.

\tProcurement management:

o\tApprove selection of vendors, suppliers, and subcontractors.

o\tApprove and take responsibility of tender packages,

o\tReview and negotiate major contracts and agreements.

o\tEnsure all contractual obligations are met by all parties involved.

o\tSign off Limit of Authority

o\tReport variance to management,

Client and Other Consultants Engagement:

\tUnderstand and respond to client needs

\tDevelop mutually beneficial outcomes

\tServe as the primary point of contact for clients, government bodies, and other stakeholders.

\tTake responsibility for Client Relations

\tTake responsibility for Community and Stakeholder Engagement and managing complaints

\tUnderstand client drivers and objectives for assigned projects and implement strategies to manage

\tCollaborate with all consultants to ensure smooth delivery of project,

\tEnsure all outstanding items are closed in Site Progress meetings,

\tProvide regular project updates and reports to clients and executive leadership.

Time Responsibility:

\tManage the programme for the project and ensure project planning is undertaken and completed in a timely manner by the Contractor and/or NSC.

\tEnsure contract is administered to create opportunities and manage risks associated with the time pressures of the project.

\tEnsure appropriate Contract, Short Range (2 weekly) Programmes and Medium Range (3-monthly) Programmes are in place, status and update,

\tEnsure Team and Contractor submit Long lead time work and procurement programme,

\tEnsure Procurement team complete awards on all subcontracts on time,

\tManage delay, EOT claims and evaluate accordingly

\tEnsure Sample, Shop Drawings and Mock up submission processes are followed by Contractor,

\tEnsure site team receive AFC/ specifications on time for delivery,

\tEnsure site team manage site QA/QC process, including site inspections, off site inspection and compiling all reports for records,

\tEnsure T&C, RI and TOP inspection processes are properly carry out and in accordance to specifications.,
