Company & Role Overview

We are a Singapore-based engineering firm specializing in cable and gas pipeline laying projects. As we expand into Mechanical & Electrical (M&E) services and green energy projects, we are seeking an experienced Senior Contracts Manager to lead our contracts and commercial function. In this role, you will oversee contract management for ongoing infrastructure projects and new ventures in renewable energy, ensuring that our contracts maximize value and minimize risk. This is a full-time, permanent position based in Singapore, and the ideal candidate will help support our future overseas expansion in Southeast Asia and the Middle East.

Key Responsibilities

• Contract Administration & Management: Oversee the entire contract lifecycle from tendering to project close-out. Ensure all contractual obligations are met and documentation is properly managed for projects (e.g. cable laying, gas pipeline, M&E installations, renewable energy farms). This includes preparing, reviewing, and negotiating contracts with clients, subcontractors, and suppliers, ensuring terms are favorable and compliant with company policies.

• Cost Evaluation & Variation Claims: Work closely with project and quantity surveying teams to evaluate project costs, unit rates, and scope changes. Negotiate and manage variation orders, progress claims, and change orders, ensuring timely certification and settlement of final accounts. Implement effective cost control measures and monitor project expenditures against budgets, providing regular reports on contract financial performance.

• Risk Management & Compliance: Identify contractual risks and develop mitigation strategies. Provide expert advice on contractual issues and resolve disputes or claims in a timely manner. Ensure compliance with relevant contract laws, regulations, and standards in Singapore and overseas markets (e.g. familiarity with standard forms such as PSSCOC locally, and FIDIC or other international contract standards for overseas projects).

• Stakeholder Liaison: Serve as the focal point for all contract-related communication. Liaise with clients, consultants, and internal project teams to facilitate smooth execution of contract terms. Lead discussions and negotiations on contract terms, clarifications, and conflict resolution with external parties. Maintain positive working relationships with all stakeholders to support project success.

• Team Leadership & Development: Lead and mentor a contracts/commercial team (including contract executives and quantity surveyors). Work with the Deputy CEO to set up and implement a tendering process with directions given from him. Provide guidance on contract interpretation, best practices in contract administration, and corporate governance. Foster a culture of ethical negotiations and knowledge sharing within the team. Support business development efforts by contributing to contract strategy in bids and proposals, especially as we venture into new sectors like green energy.

Qualifications & Experience

• Education: Bachelor's degree in Quantity Surveying, Engineering, Construction Management, or a related field (QS background preferred). Professional certification (e.g. MRICS, SISV) is a plus.

• Experience: Minimum 7 years of relevant experience in contracts management or quantity surveying within the infrastructure, oil & gas, or energy sectors. Candidates with ~10 or more years of experience and a track record of handling large-scale projects will be at an advantage.

• Industry Knowledge: Proven expertise in managing contracts for infrastructure projects (e.g. utilities, pipelines). Familiarity with M&E works, energy projects (oil & gas facilities or renewable energy installations) and emerging green energy projects is highly advantageous as our company diversifies into these areas.

• Regional Exposure: Experience working on projects in Southeast Asia or the Middle East is a strong plus. Understanding of international contracting practices or prior overseas assignments will help in supporting our expansion plans. (Overseas experience is valued for insight into different legal frameworks and cultural practices in contract negotiations.)

• Skills: In-depth knowledge of various standard contract forms and conditions. Excellent negotiation and communication skills are essential for securing favorable terms and resolving issues. Strong analytical and cost management skills, with the ability to interpret contract financial data. Detail-oriented, with the foresight to identify risks and discrepancies. High proficiency in contract law, and the ability to work under pressure to meet contractual deadlines.

• Other Requirements: Willingness to travel occasionally for overseas project meetings or site visits if required. A proactive leader with strong ethics and integrity in all dealings.
