DUTY AND REPONSIBILITY FOR PROJECT MANAGER OF GMC PROJECT

The Project Manager has primary responsibility for the control and coordination of all construction activities. The key responsibilities of the Project Manager are to ensure that projects are completed to the client's satisfaction, while also meeting the company and industry requirements in relation to work health and safety, environment, quality, time objectives.

Performance Drive:
  1. Effectively manage team, stakeholders, contractors and subcontractors to deliver project outcomes
  2. Monitor Project Delivery (Contractor)
  3. Prepare and update 2 weekly and 3 monthly program,
  4. Responsible for trades procurement, purchasing, develop score of work, contract program, site utilities provisions in the tender document,
  5. Participate in subcontractors tender evaluation, provide feedback on subcontractor job reference, capability and understanding of the project requirement before making recommendations for the award,
  6. Identify and communicate authority levels across the project team, including assign duty and responsibilities of all site staff. Areas/ trade of each site staff to be defined, dedicate works and tasks to be competed daily,
  7. Ensure all team members are aware and accountable for performance expectations, including safety awareness, reporting of all unsafe practices and conditions, and make safe to safe conditions,
  8. Identify and manage interdependencies within and across project teams to ensure successful delivery
  9. Anticipate and manage risks to project delivery, including forecast in advance requirement for trades, works, information and temporary facilities,

10. Actively track and monitor completion programme, report all delay to critical activities,

11. Ensure designated site staff and PICs record site diary,

12. Ensure computing Constructability Score (C Score) and Buildability Score (B Score), adequately report and inform management outcome of these scores,

13. Ensure Green mark score is monitored and records submitted to the QP,

14. Ensure the Technical Team conduct regular design meetings with Consultants, subcontractors, to record issues to site team and management,

15. Ensure the QA/QC team setup Project Quality Plan and CONQUAS audits plan,

16. Ensure all subcontractors' submission comply with local and COP and by-law,

17. Define filing system for the DC (Document Controller), ensure proper filing of all document send out or receive, create Register for all documents,

18. Ensure to keep Register of all RFI and RFA, report outstanding RFA and FRI in Site Progress meetings,

19. Keep Register of all Site Correspondence in and out, ensure the DC (Document Controller) keep records and filing,

Safety and Health:

1. Promote a positive work health and safety culture; lead by example

2. Ensure Company and Site safety objectives are achieved,

3. Ensure site staff conduct routine safety inspection and recognise good practices, report all unsafe conditions and practices,

4. Actively ensure that contractors and suppliers are complying with legislative, client and safety and environmental requirements

5. Involved in the investigation and debrief of all Lost Time Injuries, near misses, minor and/or critical incidents that occurred

6. Review Risk Assessment for all high risk activities submitted by Contractor

7. Participate in contractor Safety Meeting, Safety Site Walk and Safety Promotion,

8. Review and action key lessons learnt from all incidents occurring on site

9. Ensure contractors implementing Safety Management System, Safety Plan, reports all incident, near misses and participate in lesson learnt,

10. Ensure Site safety Team prepare and submit Site Safety Plan, Inhouse Rules, Site Utilisation Plan showing workers rest areas, major equipment layout, Emergency Response Plan, Incident Reporting flow chart, Waste Management Plan, Safety management plan, Risk Management Plan. All required regular update and review,

11. Ensure Site Safety Team conduct 1st Day Induction for all new workers, staff and consultants,

12. Ensure conducting Safety Promotion program on site, eg 1,000,000 hours without LTI promotions,

13. Ensure Safety Team report man-hours records, number of workers Inducted in Site Progress meeting, incident reports, (if no incident report NIL)

14. Ensure Safety Team report Environmental and Waste management issues in Site Progress meeting,

15. Ensure that the site security system is setup and identification pass and etc is issued to workers, staff and consultants,

16. Be Chair person in Safety Committee meeting,

Deliver quality:

1. Manage the issuing of approval of construction drawings and specs to the contractors.

2. Request and give advanced to tech team, consultants due date to receive Approved for Construction (AFC) drawings,

3. Ensure Request for Information (RFI) and Request for Approval (RFA) process is administered on the project. Ensure update and send reminder for consultants to reply,

4. Collaborate with other Consultants and other members of the group to ensure quality of the product. Including submission of material sample and technical spec for consultants' approval, building Visual mock up (VMU) samples for client and consultants approval,

5. Ensure defect alerts are implemented and repetitive defects are eliminated

6. Conduct Contractors' Coordination meeting, include trade and specialist subcontractors, meeting minutes shall be records and distributed for actions,

7. Ensure Off site fabrication works are monitored and quality inspections are carried out,

8. Ensure all inspections are coordinated between contractor and site staff,

9. Ensure all defects sign off,

10. Ensure site duty roster is prepared and distribute to site team,

11. Ensure site QA/QC conduct inspections for site and CONQUAS inspections,

12. Ensure Site attain required CONQUAS score and GM score,

Client and Other Consultants Engagement:

1. Understand and respond to client needs

2. Develop mutually beneficial outcomes

3. Take responsibility for Client Relations

4. Take responsibility for Community and Stakeholder Engagement and managing complaints

5. Understand client drivers and objectives for assigned projects and implement strategies to manage

6. Collaborate with all consultants to ensure smooth delivery of project,

7. Ensure all site progress reports are properly recorded and updated, including update site progress, safety reports, PRO reports, RFI/RFA status, QA/QC reports and highlight 3 month look ahead program to consultants, report EOT and delay in program,

8. Ensure all Instrumentation reports are sent to PE/RE/RTO real time and/or as soon as JV received from monitoring firms,

9. Ensure all outstanding items are closed in Site Progress meetings,

Time Responsibility:

1. Manage the programme for the project and ensure project planning is undertaken and completed in a timely manner by the Contractor and/or NSC.

2. Ensure contract is administered to create opportunities and manage risks associated with the time pressures of the project.

3. Ensure appropriate Contract, Short Range (2 weekly) Programmes and Medium Range (3-monthly) Programmes are in place, status and update,

4. Ensure Contractor submit Long lead time work and procurement programme,

5. Ensure Procurement team complete awards on all subcontracts on time,

6. Manage delay, EOT claims and evaluate accordingly

7. Ensure Sample, Shop Drawings and Mock up submission processes are followed by Contractor,

8. Manage Technical team, to ensure all trades receive AFC/ specifications on time for delivery,

9. Manage site QA/QC process, including site inspections, off site inspection and compiling all reports for records,

10. Manage T&C, RI and TOP inspection processes,
