Job Summary

The Head of Loans is responsible for the growth and developmentof all lending activities in the Singapore branch, ensuring alignment with the bank's global business development strategy and compliance with local regulatory requirements. The role involves developing and managing a sound loan portfolio, ensuring effective risk management, supporting business development, and liaison with relevant stakeholders from Head Office.

Key Responsibilities:

1. Lead and manage a team of client relationship managers to acquire new clients and maintain existing relationship.
2. Plan and oversee implementation of business development strategies to meet sale targets.
3. Supervise daily operations of the client management team and monitor performance metrics.
4. Oversee and review new loan applications supported by due diligence and analysis report for HQ in Taiwan and Board of Directors' approval.
5. Ensure proper maintenance and timely reviews of existing loan portfolio including loan disbursement or allocation, post-loan management, and maintain relationship between the bank and its customers.
6. Ensure timely preparation of translated periodic reports (English to Traditional Chinese) for HQ. To provide detailed analysis report of any revisions made to existing loan agreements to HQ in Taiwan.
7. Track and manage non-performing loan cases including attending Lenders' Meeting/Creditors' Meeting and prepare monthly report to HQ in Taiwan.
8. Ensure timely preparation of regular and ad-hoc reports such as Customer Operation Status, Credit Risk, Credit Industry and Investigation Reports etc for submission to HQ in Taiwan, Monetary Authority of Singapore (MAS) and Taiwan's regulatory authorities. The reports would include detailed statistical and qualitative with research analysis report on credit business, industry analysis, global market movements, APAC political situation, economics, customer operation status and risk management etc.
9. To act as liaison between Singapore Branch office and HQ in Taiwan. Understand company's organizational structure and communicate with internal stakeholders.
10. Draft and review branch office policies and Standard Operating Procedures for lending policy and pricing of the branch's interest rate.
11. Ensure adequate preparation and submission of official documents, such as interbank authorized signatory specimens, meeting minutes of subsidiary board of directors; and circulate announcements from financial authorities.
12. Manage day-to-day operations such as visiting clients, propose credit structure for loan application, prepare Letter of Credit (LOC), inviting participating banks, follow up on loan cases, and organize signing ceremonies.
13. Participate in evaluation meetings of syndicated loans, and conduct feasibility study of syndicated loan before launching.
14. Ensure accurate translation and preparation of the general outline of the syndicated loan; summarize the key points of the syndicated loan information memorandum.

Requirements:

• A good recognised Bachelor's and/or Master's degree in Finance, Business, Economics, or related discipline.
• At least 8 years of experience in corporate/wholesale banking industry with significant leadership exposure.
• Resourceful, customer-oriented and sales driven with strong business development acumen to achieve sales targets.
• Proven track record in growing and managing a loan portfolio, and structuring of credit facilities.
• Good command of written and spoken English and Chinese as this role handles East Asia market; requires email correspondence and periodic reports in both English and Traditional Chinese for overseas branch offices and HQ in Taiwan.
• Strong stakeholder and people management skills.
