Job Purpose:

We are looking for a hands-on and bilingual Assistant Procurement Manager to lead procurement execution activities and manage a small team within our global procurement hub in Singapore. This role plays a critical part in supporting procurement system establishment for our overseas sites and collaborating with key functions of the parent or affiliated companies . The successful candidate will have strong execution capability, people leadership experience, and a background in manufacturing and multinational environments.

Key Responsibilities:

  1. Collaborate with Tax, Finance, and Procurement colleagues from parent or affiliated companies to support overseas global sites in procurement system establishment, positioning Singapore as the global hub for procurement operations.
  2. Manage the full procurement execution process, including sourcing, PR/PO processing, quotation review, supplier follow-up, and delivery coordination.
  3. Supervise a team of at least 2 procurement team members, providing operational leadership, guidance, and performance feedback.
  4. Maintain compliance with procurement policies and audit standards, ensuring complete and accurate documentation.
  5. Establish and maintain strong working relationships with key suppliers and internal cross-functional teams to drive procurement efficiency.
  6. Assist in contract review and supplier performance evaluations.
  7. Support process optimization initiatives, cost-saving activities, and risk identification and mitigation.
  8. Ensure timely and accurate procurement transactions in ERP systems (e.g., SAP, Oracle).
  9. Demonstrate professional integrity, fairness, and alignment with the company's best interests in all procurement decisions.

Key Requirements:

  • Bachelor's degree or diploma in Supply Chain Management, Procurement, Business, or a related field.
  • At least 5 years of procurement experience, with 2+ years in a supervisory or team lead role.
  • Experience in a manufacturing environment is plus. Working experience in a multinational company (MNC) or regional/global procurement setup is highly preferred.
  • Fluency in both English and Chinese (spoken and written) to liaise effectively with Chinese-speaking counterparts and suppliers.
  • Strong organizational and communication skills, with a hands-on attitude.
  • Proficient in ERP procurement systems (e.g., SAP, Oracle) and Microsoft Excel.
  • Ability to lead a small team, work under pressure, and manage multiple priorities.
  • High level of integrity, responsibility, and initiative.
