Job Purpose

Responsible for overseeing the maintenance and housekeeping department to ensure objectives and goals are met. Developing, planning, maintenance training, directing, controlling, co-ordinating, preventive maintenance, simplification, cost reduction, methods, techniques, fire safety management and other maintenance projects.

The Facilities Maintenance and Fire Safety Manager evaluates the operations of facilities to ensure that they are safe and functional. He builds trust and rapport with users and assesses the performance of third-party service deliverers. He / She is involved in developing tender specifications, sourcing quotations, and developing maintenance & Housekeeping contracts. He will also propose budget plans to the management for review. He possesses technical knowledge for building maintenance, able to lead the maintenance and housekeeping team in excellent delivery and comply Workplace Safety and Health (WSH) practices and implements sustainability guidelines.

Job Responsibilities:

Facilities Maintenance

• Implement quality standards and procedures for preventive and corrective maintenance works

• Keep abreast with all technological advancements and developments in the plant maintenance field, and notify to maintenance staff of any change

• Manages all maintenance programs of the Club and improve methods

• Select and authorize the purchase of facilities equipment and supplies for maintenance & housekeeping supplies.

• Manage and control adequacy of inventory of all maintenance supplies

• Evaluate and revise all mechanical specification and operational manuals to ensure accuracy, current and applicable to Club's equipment

• Schedule work-loads and work order / complaints for all areas of the Club and equipment

• Schedules preventive program for the Club equipment

• Oversees to all contractors' maintenance work schedules of the Club to meet various departments requirement

• Oversees all daily and monthly readings of M&E meters in Club premises

• Assess the performance of third-party service providers in their service delivery

• Oversees all daily and monthly readings of M & E meters in Club premises

• Co-ordinates with purchasing department to procure parts and items needed for maintenance department

• Maintains a log of maintenance department for all equipment of the club property

• Work with planners on upgrading and co-ordinates on remodelling of various areas of the club.

• Responsible for the financial performance and constantly review the cost effectiveness of the department

• Propose continuous improvement initiative to improve time, cost, and quality management

• Propose opportunities to use the latest smart facilities management trends or technologies

• Any ad-hoc work as and when assigned by the senior management

Workplace Safety

• Develop effective procedures for safe working in collaboration with operational staff

• Identify requirements for compliance with WSH-related regulations and standards. Conduct risk assessment for all tasks and working conditions

• Update internal and external WSH information, regulations, standards and good practices related to the organisation

• Conduct workplace inspection activities to validate the use of risk controls, monitor employees and contractors to ensure they comply with WSH requirements

• Drive the development of risk management (RM) plans and strategies for work processes and work areas

• Facilitate strategic and operational plans to address and improve the control of WSH hazards, risks and costs

• Provide leadership in WSH and act as a role model of good WSH practice and professionalism to management, co-workers and other stakeholders

• Provide relevant and up-to-date WSH information and advice to management and workers

• Facilitate management practices and projects conducted to improve organisational culture maturity level

• Maintain the data management systems to collect and record WSH information

• Manage processes and procedures for investigation, analysis and reporting of incidents and nonconformities, gathers evidences and conduct interview for incident and accident reports, and manage emergency drills

• Any ad-hoc work as and when assigned by the senior management

Fire Safety Manager

• Carry out responsibilities that are stipulated under the Fire Safety Act or as directed by SCDF

• Conduct daily checks within the premises and remove or cause to be removed any fire hazard that is found within the premises

• Implement fire safety procedures and conduct routine fire drills for SRC

• Involve in fire-fighting procedure and in emergency of the Club

• Check fire protection system for proper training personnel in their use

• Review risk assessment submission by Contractors to ensure adequacy and compliance

• Any ad-hoc work as and when assigned by the senior management

Job Requirement

Minimum 5 years' experience in building operations and maintenance, Facilities Management, Electrical or Mechanical Engineering

Diploma or Degree in relevant studies in Property Management, Facilities Management, Electrical or Mechanical Engineering

Certified Fire Safety Manager (FSM)
