Our Water business in Singapore is looking to hire an experienced Workplace Safety and Health Officer (WSHO) to lead our Zero Harm initiative at our water treatment plant project in Tanah Merah. This role is critical in maintaining workplace safety excellence while overseeing a team of contractor WSH professionals to ensure incident-free construction activities. Reports to HSE Manager, with accountability to SO/SOR/Construction Managers; the key responsibilities are as follows:

Our Water business in Singapore is looking to hire an experienced Workplace Safety and Health Officer (WSHO) to lead our Zero Harm initiative at our water treatment plant project in Tanah Merah. This role is critical in maintaining workplace safety excellence while overseeing a team of contractor WSH professionals to ensure incident-free construction activities. Reports to HSE Manager, with accountability to SO/SOR/Construction Managers; the key responsibilities are as follows:
- Lead the implementation of company and project-specific safety, health, and environmental management systems on-site, ensuring Zero Harm goals are achieved
- Provide oversight and guidance to contractors' HSE professionals through structured meetings, audits, and inspections
- Coordinate comprehensive HSE activities including inspections, emergency response planning, behavior-based safety programs, and incident investigations
- Drive regulatory compliance with Singapore WSH regulations, codes of practice, and environmental standards
- Monitor and validate contractor HSE performance for incentive/disincentive programs
- Deliver monthly HSE performance metrics and trend analysis for project reporting
- Assess safety impacts of field changes and construction modifications, recommending appropriate control measures
- Ensure proper management of PPE and safety equipment throughout the project lifecycle
- Support the WSH Manager in developing and implementing HSE initiatives across all project phases

- Effective implementation of HSE management systems that meet both client expectations and JACOBS standards
- Development of a proactive safety culture among all project stakeholders
- Timely identification and mitigation of safety, health, and environmental risks
- Seamless coordination between project construction activities and regulatory compliance requirements
- This position offers an opportunity to make a meaningful impact on workplace safety culture while contributing to essential water infrastructure development in Singapore.
To be a successful candidate, you shall possess:
- Bachelor's Degree or Specialist Diploma in safety, health, and environmental management or related field.
- Registration of Workplace Safety and Health Officer.
- Registration of ECO, ECMO, Lifting Supervisor, and Confined Space Assessor trained, will be an added advantage.
- Minimum 5 years of experience in managing safety, health, and environmental aspects in large construction sites in Singapore. Experience related to managing construction of large used water/water treatment plant projects and construction contracts of similar size and complexity will be an added advantage.
- Skilled in developing environmental health and safety culture and practice.
- Able to manage safety professionals from various backgrounds.
- Proficiency in MS Office and the ability to deliver presentations.
