Roles & Responsibilities (Rephrased):
  • Monitor and assess entry-level workers for eligibility to upgrade to higher skill levels, ensuring timely renewal of Enhanced SOC, CoreTrade, and Multi-Skilled certifications. Coordinate with the project team to update qualification records and manage course registrations.
  • Verify the validity of new employees' AWSH (CSOC) certifications prior to commencement of work and oversee renewal processes for existing staff.
  • Manage and track individual training courses and seminars for CET personnel to ensure compliance with A1 license requirements and maintain awareness of site safety standards.
  • Maintain oversight of company-held certifications, including those for Quality Mark Managers, CONQUAS Managers, and supervisors, ensuring their validity is up to date.
  • Register and track all required site safety licenses (e.g., RES, REO, OFA, ECM, ECO) to meet regulatory requirements.
  • Coordinate with internal departments and external stakeholders for timely course applications and ensure distribution of required documents ahead of course dates.
  • Ensure prompt submission of payment requests to the Accounts Department for course and seminar fees to avoid delays.
  • Submit manpower survey data to BCA via the EPSS at least bi-monthly and follow up on monthly updates from MOM regarding ATPs, taking any necessary action.
  • Assist with completing survey forms and responding to government queries from agencies such as BCA and MOM.
  • Maintain and regularly update training records for employees, ensuring documentation is organized and accessible.
  • Oversee and maintain the department's filing system to ensure orderly and efficient record-keeping.
  • Conduct periodic reviews of training policies and procedures, propose improvements, and report recommendations to the Head of Construction.
  • Manage the training budget by estimating and tracking monthly expenses and ensuring allocations align with the financial year's budget.
  • Monitor government grants and funding opportunities applicable to the company, and recommend best practices to maximize usage of available support.
  • Oversee project-related insurance processes, including quotations, renewals, and claims handling to ensure timely and accurate processing.
  • Maintain accurate records for project milestones such as Temporary Occupation Permits (TOP), Certificates of Statutory Completion (CSC), and warranty documentation.
  • Work closely with site admins and project teams to provide administrative support, handling tasks such as circulation, filing, and general office duties to support departmental operations.
  • Support the Head of Construction in organizing safety awareness activities (e.g., slogan competitions), and assist with producing safety-related materials like banners and stickers.
  • Holding at least one Workforce Skills Qualification (WSQ) Statement of Attainment is preferred.
