It is a one year contract subject to renew.

JOB RESPONSIBILITIES

• Assess site implementation and safety resources competence as per company standard/procedure, CSIP, local regulatory and standards.

• Implement and conduct assurance on CSIP (Construction Safety Implementation Program), SOP, TSO procedure and related site deliverables from ODM.

• Support the Front-End Loading that is relevant to executions readiness. Identifying potential hazards/risk up front via Heatmap/Mural, Constructability Review Workshop, Construction HAZID etc. during Front End Loading and include planning to ensure controls/mitigations are implemented throughout execution phase.

• Leading/supporting the investigation team in incident investigation. Report, produce and issue incident report as per company Incident Investigation procedure.

• Implement East Construction Safety initiatives (Contractor League, Safety Passport etc) and COMPANY HSSE initiatives (example: Human Performance etc.)

• Implement and support East Digital Construction Safety initiatives and program. Equipment and software supply is not in scope of contract

• Execute and perform Site Safety Surveillance overlay at sites to ensure safe execution and compliance through assurance, coaching, mentoring and guiding the site team

• Conduct and support assessment and assurance, consolidating and submit data and report on safety trending, analysis, identified gaps and tracking gap closure on all Construction Safety data reporting (HSSE Statistic reporting, UA/UC, NM, incidents, SIF, LOPC, BBSO, HITS, PAUSE, Best Practices, PEER Assist1/LOD1, Peer Assist2/Light LOD2, CSG, competence verification, coaching/trainings, SSLT walkabout, Safety Campaigns, competency assessment, CCA, Vendor Accreditation HSSE document reviews, numbers of workers and manpower, numbers of toolbox and etc).) Based on safety trending analysis, Contractor to provide recommendations actions and plan to mitigate the risks/gaps for continuous implementation and improvement.

• Provide yearly Construction Safety Improvement Plan.

• Coach, mentor all Contractor Safety executions and performance

• Ensure contractors execute work safely and comply to the local law and company requirement

• Plan, integrate and coordinate safety meeting between Projects/Maintenance, Terminal Operations and Contractors

• Participate and lead project topics in terminal SSLT meeting and site walkabouts

• To lead and drive Implementing Contractor (IC) in improving site safety performance and ensure compliance to all safety plan and requirements.

• Integrate all Implementing Contractors (IC) implementation of Site Construction Safety Plan/Site HSSE Activities Plan (campaigns, trainings, audits, inspections, assurance celebrations, ERP, security and etc). Support and ensure Construction Readiness (prior mobilization and during mobilization- set up the sites). Ensure plan implement and executed.

• Support and ensure CCA/Vendor Accreditation implementation. Ensure CCA close out action (no go gaps) being closed and maintain implementation across executions.

• Conduct risk assessment (examples: CHAZID, JHA and etc) as part of pre planning prior execution of the scope with Contractors and SSLT. Ensure risks/controls are mitigate and implemented throughout execution phase

• Other HSE related works as assigned by supervisor from time to time

REQUIREMENTS

• Candidate with Diploma or Degree in Workplace Safety & Health

• 5 years relevant working experience

• Possess work experience in Safety or Project Management in Oil & Gas Industry will be an advantage

• Candidate with knowledge and experience in HSSE management system,

Hazard and Effect Management Process/Risk Management, and safety related knowledge.

• Willing to work under minimum supervision
