Responsibilities

  • Oversee and manage all financial and accounting operations.
  • Develop, review, and implement financial policies and internal control systems.
  • Conduct periodic internal audits.
  • Maintain financial records in compliance with statutory requirements.
  • Implement digital solutions to enhance financial operations efficiency.

Budget and Variance Analysis

  • Collaborate with facilities to prepare annual budgets and monitor expenditures against approved allocations.
  • Analyze and report financial variances in monthly consolidated financial reports and individual facility/program reports.
  • Conduct quarterly financial analysis and reporting.

Annual Reporting and Compliance

  • Prepare the Annual Report in accordance with Financial Reporting Standards and regulatory requirements.
  • Complete the Governance Evaluation Checklist to ensure compliance with the Code of Governance for Charities and IPCs.

Liaison with Agencies and Audit

  • Coordinate with government agencies on funding matters and submit financial reports as required.
  • Liaise with bankers and external auditors to ensure audit compliance.

Donations Management

  • Oversee the receipt, documentation, and reporting of public donations.
  • Manage the submission of claims and financial reports for donation-matching grants such as the Community Silver Trust.

General Accounting and Financial Duties

  • Ensure timely payment of invoices and manage cash flow.
  • Verify accounting entries, adjustments, and balance sheet reconciliations.
  • Issue and record cheque books and receipt books.
  • Handle petty cash for the Finance Unit.
  • Perform general accounting tasks, including inter-departmental invoicing and verification of bills, claims, receipts, and payments.
  • Maintain the Fixed Asset Register.
  • Oversee purchase planning and procurement controls.

Memorial Trust Fund Management

  • Manage the Memorial Trust Fund for the Welfare Home, including the preparation and submission of the annual audit report.

Staff Management

  • Identify and address training needs for finance staff.
  • Provide in-service training on financial policies and internal controls.
  • Assign and coordinate duties within the Finance Unit.
  • Monitor and evaluate staff performance.
  • Manage and support staff leave applications.

Other Duties

  • Participate in staff meetings.
  • Perform any additional tasks assigned by superiors.
