About the Role:
We are looking for a highly experienced and committed professional to lead and manage the Operations & Development Department at the Singapore Boys' Hostel. This pivotal role involves ensuring the department operates efficiently while creating a nurturing and well-organized environment for both staff and residents.

Key Responsibilities:
  1. Leadership & Management:
    Drive the department's success by managing budgets, expenditures, and ensuring alignment with organizational objectives.
    Ensure adherence to company policies, HR practices, and industry regulations.
    Design and implement staff development programs to support career growth and professional advancement.
    Provide supervision, coaching, and mentorship to enhance team performance and competencies.
    Facilitate and lead cross-departmental collaborations and meetings.
    Act as the department's representative in key meetings, presentations, and discussions.
    Address and manage disciplinary issues involving staff and residents as needed.
    Support the Head of Home in achieving organizational goals and represent them in their absence.
  2. Standard Operating Procedures (SOPs):
    Develop, review, and update SOPs to ensure compliance with Ministry requirements and organizational standards.
    Monitor and ensure adherence to licensing and regulatory guidelines.
  3. Reporting & Compliance:
    Ensure timely and accurate preparation of monthly/quarterly reports for approval.
    Guide staff in drafting and reviewing incident management reports.
    Assist in preparing documentation for audits and ministry compliance.
  4. Incident Management:
    Design and implement crisis intervention strategies to manage resident behavior effectively.
    Train and guide staff on incident response protocols and best practices.
    Analyze past incidents to refine management strategies, prevent recurrence, and implement proactive measures to mitigate future risks.
  5. External Engagement & Networking:
    Build and maintain strong relationships with government agencies, law enforcement (e.g., SPF, CNB, SSB, MSF), and other key stakeholders.
    Develop partnerships that enhance resident management and support systems.

Qualifications & Requirements:
  • A degree in any discipline with a minimum of 4 years of experience in the social service sector or a similar environment.
  • At least 2 years of experience in managerial and organizational leadership roles.
  • Strong analytical and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Exceptional interpersonal skills with the ability to collaborate effectively with stakeholders, including government agencies and law enforcement.
