Rail Training Institute - Head of Training Development

Primary Objectives of Position
• To ensure a competency management system is established and updated to upkeep a competent workforce that is future ready
• To develop strategies and plans to enhance training effectiveness and scale the training system in alignment with business goals and direction
• To lead and manage the Training Development team, as well as collaborate with internal and external stakeholders to pursue excellence and function efficiently to fulfill the raison d'etre of the Rail Training Institute
Major Responsibilities
• To ensure that Rail Training Institute exercises governance on training matters for SBST Rail through the formulation of policies/strategies and paying oversight on their implementation
• To ensure that Rail Training Institute reviews and develops training curriculum that is effective to meet the competency requirements of SBST Rail staff
• To ensure that the competency management system is structured and updated to allow scalability of SBST Rail's business
• To seek collaboration opportunities with stakeholders and partners to enhance the capabilities of Rail Training Institute
Specific Safety Responsibilities
• Ensure staff are trained adequately in workplace safety
• Ensure staff comply with workplace safety rules

Job Specifications
Minimum Education / Qualifications
• Degree/Diploma in the field of learning/training & development or related discipline
• Preferable to be certified in ACTA/ACLP, DACE/DDDLP or related discipline
Minimum Years of Relevant Experience
• Minimum of ten years of working experience in learning & development, managing all facets of a typical learning/training cycle (ADDIE: training needs analysis, design, development, implementation and evaluation)
• Preferable to have rail experience or related field of operations & maintenance
Knowledge/Skills
• Knowledge in rail operations & maintenance
• Good communication & writing skills
• Good analytical and problem-solving skills
• Coaching and facilitation skills preferred

• Able to lead, strategize and plan
• Able to build strong and cohesive teams
• Be a team player with customer-oriented personality
• Able to build social network with stakeholders
