PURPOSE AND SCOPE
  • Direct reporting to HSSE Department Head and functionally reporting to Plant Manager. Act as HSSE cluster lead to supports the in the management of site Health, Safety, Security and Environmental related matters, include but not limited to:

KEY ROLES AND RESPONSIBILITIES
  • Advises and supports the Plant Manager, including interfacing with authorities, and other institutions regarding workplace health, safety, environmental and security issues.
  • Monitors local laws and regulations and Group HSSE requirements, and imposes measures to ensure that Health, Safety, Environmental and Security compliance and performance expectations are being met.
  • Attends and provides HSSE inputs during daily O&M coordination meeting & PTW coordination meeting.
  • Supports the implementation of BBSO Programme, includes participating in BBSO steering committee activities, conducts training and coaching for new employees, prepares monthly observation analysis and designs campaigns to address top 3 unsafe observations.
  • Acts as Secretary to the HSSE Committee to discuss Environmental, Emergency & Security related matters.
  • Act as Fire Safety Manager in assigned business unit to carry out regular inspection, exercise, drill, liaise with authority for licenses renewal and other compliance purposes.
  • Schedules and participates in HSSE inspection programs, including daily site inspections and surveillance during the execution of critical work activities.
  • Monitors, reports and support plant manager on the closure of any HSSE lapses identified through the conduct of inspection for work environment, equipment and tools, and vector control (i.e. preventing mosquitoes breeding & other rodent).
  • Prepares Plant specific Emergency Response Procedure and coordinates planned drills at least annually or per local legal requirement.
  • Conducts regular inspections for HSSE critical equipment and systems such as firefighting and lifesaving equipment to ensure they are maintained in good working condition
  • Develops, drives and oversees environmental awareness and protection management programmes, in consultation with Plant Manager, including facilitation of environmental monitoring program (i.e. Air quality, Water Quality, Noise and Soil etc.) and Waste Management.
  • Liaises with Human Resource Department and Plant Manager on occupational health surveillance such as the annual Audiometric test & Medical checkup
  • Supports the implementation of site hazardous material management and ensure the practices conform to the local legal requirements and the Group HSSE Hazardous Substances Management Standard
  • Act as secretary to facilitate in the Plant Safe Operating Committee (SOC) or Risk Management Team
  • Reviews and provides inputs on Task Risk Assessment (TRA), and provide safety endorsement on the MSRA and other safety critical related documents relating to PTW approval.
  • Initiates and leads in HSSE Awareness, consultation and engagement program including development and execution of promotional activities and HSSE coaching and training (Safety induction and HSSE critical activities)
  • Participates in Incident Investigation and ensure lessons learned are shared at appropriate platforms to prevent recurrence.
  • Participates in evaluating and selection of Contractor and Sub-contractor
  • Records HSSE violation incidents, and report and escalate in accordance to procedure.
  • Any other ad-hoc activities assigned by the HSSE Department Head.

MAJOR CHALLENGES
  • Identify and manage potential HSSE risks for entities that are located at different parts of Utilities Asset Management
  • Implement HSSE control measures that might impact on operations

KEY DECISIONS & DIMENSIONS
  • Propose good practices control measures to prevent workplace incident.
  • Review HSSE practices & control measures

QUALIFICATIONS
  • Registered WSHO with Ministry of Manpower
  • Registered Fire Safety Manager with SCDF
  • Other WSH related certification (i.e. Managing WAH, Confined Space Assessor, Lifting Supervisor etc.)
  • Degree or Diploma related studies
  • At least 10 years relevant experience
  • Class 3 Driving License

  • Power & Utilities industry knowledge
  • Knowledge in safety & security related technologies
  • Networking skills
  • Writing and presentation skills
  • Strong leadership and communication skills
  • Experience in developing HSSE plans
  • Willingness to work at odd hours and to be on-call to response to incident 24/7
  • Ability to work independently and under stressful condition
