My Client is a Singapore-headquartered water company, with expertise in industrial wastewater treatment (particularly for hard-to-treat/recalcitrant contaminants) and water reclamation/recycling.

Position: Finance Manager (Financial Analysis & Project Accounting)

The Finance Manager will play a key role in managing project accounting for waste water treatment projects, overseeing financial performance reporting and analysis, and ensuring effective treasury and cash flow management. The role supports both ongoing operations and project-based activities, ensuring strong financial governance compliance with Singapore accounting standards, and sound liquidity management.

1. Financial Analysis, Reporting & Strategic Support
  • Lead monthly, quarterly, and annual financial reporting, including variance analysis, trend analysis, and profitability reporting.
  • Prepare and present financial dashboards, management accounts, executive summaries, and Board-level reports.
  • Analyse operational and project performance, highlighting key drivers, risks, and improvement opportunities.
  • Support strategic planning, investment decisions, project viability assessments, cost optimisation initiatives, and long-term financial planning.
  • Lead annual budgeting, forecasting, and periodic re-forecast exercises, incorporating operational requirements and project pipelines.
  • Identify financial risks and opportunities and recommend corrective actions to senior management.

2. Project Accounting & Cost Control
  • Oversee end-to-end project accounting for infrastructure and wastewater treatment projects, including budgeting, cost tracking, accruals, WIP, billing, revenue recognition, and margin analysis.
  • Monitor project budgets, forecasts, and actuals; analyse variances and partner with project teams to address cost overruns and financial risks.
  • Review and approve project setup, cost allocations, capitalisation, depreciation, expense recognition, and project close-outs in compliance with SFRS(I)/IFRS.
  • Develop and maintain project-level and portfolio-level budgets and financial forecasts.
  • Support milestone billing, progress claims, and financial reviews at project completion.
  • Collaborate closely with project managers to ensure accurate cost estimates and financial projections.

3. Treasury & Cash Flow Management
  • Lead cash flow forecasting to ensure adequate liquidity for operations and capital intensive projects.
  • Oversee bank accounts, payment processes, and working capital management (receivables, payables, retention balances).
  • Liaise with banks on facilities, guarantees, drawdowns, repayments, and covenant reporting.
  • Monitor project funding requirements and support financing arrangements where required.

4. Controls, Compliance & Business Partnering
  • Ensure compliance with internal controls, company policies, and regulatory requirements in Singapore.
  • Support external and internal audits by providing documentation, analysis, and explanations.
  • Serve as a key financial business partner to operations, engineering, project management, and leadership teams to strengthen financial discipline
  • Coordinate with auditors, consultants, and stakeholders on financial, project, and treasury matters.

Job Requirements:
  • Degree in Accounting, Finance, or related discipline; CPA / CA / ACCA preferred.
  • 5-8 years of relevant finance experience, ideally in infrastructure, utilities, engineering, construction, or project-based environments.
  • Strong hands-on experience in project accounting, management reporting, and variance analysis.
  • Practical experience in treasury and cash flow management, preferably in a capital-intensive business.
  • Good working knowledge of SFRS(I)/IFRS.
  • Proficient in Excel and financial systems/ERP; experience with project accounting modules is an advantage.
  • Strong attention to detail, analytical mindset, and ability to work cross-functionally.
