Job Scope:
Learning Excellence and Innovation
• Shape client's strategic positioning as a Centre of Excellence for Community Leadership Development by developing comprehensive learning excellence frameworks that align with national community development priorities and client's strategic objectives
• Lead strategic deployment of evidence-based pedagogical innovations that enhance community leadership capabilities across diverse demographic and cultural contexts in Singapore
• Drive efforts to strengthen learning transfer and applications through Ops-Training Integration
• Design and implement outcome measurement frameworks to validate training effectiveness and demonstrate impact across all client programmes, ensuring continuous improvement in learning outcomes
Capability Architecture and Development
• Architect and implement enterprise-wide learning capability development strategies that build sustainable institutional expertise in evidence-based training design and delivery across client's operational ecosystem
• Lead capability development initiatives that position client's learning facilitators as subject matter experts in adult learning science and pedagogy, ensuring institutional resilience and knowledge continuity
• Develop and maintain comprehensive learning science knowledge repositories and frameworks that support evidence-based curriculum design and delivery across all programmes
Digital Learning Ecosystem for Future-Readiness
• Plan and implement digital transformation initiatives through the integration of learning technologies with pedagogical principles to enhance training effectiveness and learner engagement across all client programmes
• Establish strategic frameworks for learning technology adoption and integration that ensure sustainable competitive advantage in community leadership training delivery
Strategic Partnership in Thought Leadership
• Establish and leverage strategic partnerships with academic institutions, learning science experts, and industry partners to build knowledge networks that advance client's learning agenda, enhance training effectiveness, and lead thought leadership initiatives in community leadership development
• Lead thought leadership initiatives in community leadership development by synthesising research, best practices, and emerging trends to inform institutional strategic decision-making
Pioneering Programme Innovation and Excellence
• Research, identify and experiment with emerging capability development opportunities that translate findings into learning experiences
• Develop comprehensive community leadership development frameworks through research-based approaches that address diverse leadership needs across Singapore's community ecosystem
• Plan and operationalise the strategic integration of specialised concepts into client's programmes including system leadership initiatives and community-based participatory approaches that strengthen client's community engagement capabilities
Operations and Stakeholder Management
• Supports Vice-Dean (Learning Science & Systems) in organising the department workplan and deliverables
• Oversees preparation and management of programming plans, budgets, and reports
• Prepares submissions and presents at management meeting
Working Arrangement:
Working Hours:
Monday to Thursday: 8.30am to 6.00pm, Friday: 8.30am to 5.30pm
Duration: Permanent Role
Requirements:
- At least 5 years' relevant experience in Learning & Development, Educational Psychology or Learning Sciences within adult learning industry
- Preferably with experience in supervisory/management role.
- Is passionate about pioneering innovative learning solutions and driving transformational change
- Is a self-starter with strong interpersonal, analytical, and problem- solving skills.
- Enjoys working with and managing people of different backgrounds and inspiring them to achieve a common goal.
- Good knowledgeable of teaching and learning pedagogies and/or application of case studies to real-life scenarios.
- Prior experience in a learning-technology or knowledge-management related project or environment will be a bonus.
