Hard Services Lead - Engineering Operations
Position Overview
Lead comprehensive hard services operations across mechanical and electrical systems, ensuring optimal performance, regulatory compliance, and strategic asset management while providing extended operational support including traffic management and duty management responsibilities.
Key Responsibilities
Engineering Operations Management
Oversee day-to-day mechanical and electrical engineering operations, ensuring systems operate at peak efficiency and reliability. Direct maintenance teams and coordinate with external contractors to maintain critical building infrastructure including HVAC, electrical distribution, fire safety systems, and specialized equipment.
Planned Preventive Maintenance (PPM)
Develop, implement, and monitor comprehensive PPM schedules across all M&E assets. Ensure maintenance activities align with manufacturer recommendations, operational requirements, and cost optimization objectives. Track completion rates, identify scheduling conflicts, and continuously refine maintenance protocols to maximize equipment lifespan and minimize downtime.
Statutory Compliance & Regulatory Management
Maintain full compliance with all statutory requirements including electrical testing, fire safety inspections, lift certifications, water hygiene protocols, and environmental regulations. Coordinate inspections, manage certification renewals, and ensure documentation meets regulatory standards. Liaise with regulatory bodies and external inspectors as required.
Life Cycle Management & Capital Expenditure
Maintain and execute 10-year Life Cycle Management (LCM) plans for all M&E systems. Prepare detailed capex proposals including cost analysis, risk assessment, and implementation timelines. Monitor asset condition, predict replacement needs, and optimize capital investment timing to balance performance, cost, and operational continuity.
Data Management & Analysis
Maintain comprehensive historical records of all maintenance activities, equipment performance, and system modifications. Develop and monitor key performance indicators, analyze repair trends and failure patterns to identify proactive improvement opportunities. Generate regular reports on system performance, cost trends, and maintenance effectiveness.
Traffic Management
Coordinate and oversee traffic management operations including parking systems, access control, and vehicular flow optimization. Manage contractor relationships for traffic-related services and ensure compliance with local traffic regulations and safety standards.
Duty Management Responsibilities
Serve as weekend duty manager on a 6-week rotation cycle, providing on-call coverage for emergency responses, system failures, and critical operational issues. Coordinate emergency repairs, manage contractor call-outs, and ensure business continuity during off-hours operations.
Schedule Requirements
Weekday Operations: Rotating shift pattern to provide extended coverage across operational hours, ensuring engineering support availability during peak building usage periods.
Weekend Duty: Saturday and Sunday duty manager responsibilities on 6-week rotation, including emergency response, system monitoring, and coordination of urgent repairs or contractor services.
Required Qualifications
Engineering qualification in mechanical, electrical, or building services
Proven experience in hard services management within commercial or industrial environments
Strong knowledge of M&E systems, maintenance practices, and statutory requirements
Experience with life cycle management and capex planning
Proficiency in data analysis and reporting systems
Understanding of traffic management principles and regulations
Key Competencies
