Job Responsibilities
Requirements
- Implement, enforce, and monitor the Company's Workplace Safety and Health Management System (WSHMS) and ensure compliance with the WSH Act.
- Conduct regular site inspections, risk assessments (RA), and safety audits to identify potential hazards and implement preventive measures.
- Investigate all workplace accidents, near misses, and incidents; analyse trends and prepare investigation reports.
- Liaise with ICA, PCG, SCDF, SPF, MOM, NEA, and subcontractors on safety-related matters.
- Conduct toolbox meetings, safety inductions, and training for site personnel on HSE policies and procedures.
- Review subcontractors' health and safety policies, systems of work, and procedures.
- Coordinate all project safety matters with the project team and subcontractors.
- Organise WSH Committee meetings, safety campaigns, and Total WSH Programmes.
- Organise safety drill such as fire drill, oil spillage, confined space rescue drill, man overboard, heat disorder and first aid treatment.
- Conduct weekly mass safety talks and safety time-outs.
- Ensure all work practices comply with the Company Safety Policy and the WSH Act.
- Advise on Work Plans, Risk Assessments, and Safe Work Procedures.
- Identify safety-related problems and propose practical solutions.
- Lead colleagues and inculcate a positive safety culture.
- Compile relevant reports and records and carry out daily safety inspections.
- Conduct Pre Mobilization Inspection for all vessels including, Crane Brage, Tug boat, Material barge, Flattop barge, passenger boat, Stationary barge and submit the report to management and clients.
- Assist authorities during their site inspections.
- Prepare and submit weekly safety reports as required by management and clients.
- Act as Document Controller for controlled HSE documents and maintain site safety records in accordance with ISO standards.
- Provide training on e-PTW to all the Users, add Manpower, Equipment, LM, LGs into e-PTW, monitor regularly to ensure all is valid and safe to use.
- Taking control of project security system, including add manpower into security system, enrol biometric registration, issuing access card, keep records and coordinate with all security personnel.
- Submit CCTV footage to client daily basis.
- Prepare and submit safety performance and WIR to management and clients.
- Prepare and submit safety documents for progress claims to claims department.
- Prepare monthly safety budget and submit to management.
- Implement traffic management plan on site and liaise with on road closers and notifications.
- Prepare documents for audits (ConSASS, ISO 45001, ISO 14001, ISO 9001, GGBS).
- Prepare documentation for safety awards (JTC Safety Awards, RoSPA Awards, SHARP, and WSH Awards).
- Liaise with third party service provider to implement Total WSH Programme.
- Undertake the appointment and coordination of Environmental Control Officer (ECO) and Environmental Control Measures Officer (ECMO).
- Monitor environmental issues at workplace include noise, air, water, food and waste.
- Conduct regular site inspection to prevent stagnant water and mosquito breeding at workplace, prepare site environmental report and submit to management.
- Coordinate with pest controller and waste collection companies.
- Involve in procurement in safety related items, obtain management approval and issuing purchase orders.
- Perform any other duties as assigned by the Project Manager or Superior.
Requirements
- MOM-registered Workplace Safety and Health Officer (WSHO).
- NEA-registered Environmental Control Officer (ECO).
- IES-registered Earth Control Measures Officer (ECMO).
- WSQ Specialist Diploma in Workplace Safety and Health or a Bachelor's degree in a science-related discipline.
- Certified Confined Space Safety Assessor and Rescuer.
- Certified Work at Height Manager.
- Must have Bizsafe level 4 and level 2 certificates.
- Strong knowledge of ISO 9001, ISO 14001, and ISO 45001 Management Systems.
- Experience in ConSASS audits and preparation of RoSPA and JTC Safety Awards documentation.
- Professional knowledge of WSH and environmental legislation and regulations.
- At least 2 years of experience as a WSH Officer in Singapore.
- Experience in JTC, PUB, or LTA projects.
- Minimum 2 years of experience in reclamation projects.
- Strong team spirit, good technical competence, and excellent negotiation and conflict-resolution skills.
- Proficient in Microsoft Office applications for report writing, document updates, data analysis, and development of EHS-related content.
- Knowledge of Environmental Impact Assessment (EIA) and Environmental Management and Monitoring Programme (EMMP) is an advantage.
- Able to work on weekends is an advantage.
- Own transport is an advantage.
