Requirements
The WSHO shall have valid registration with relevant Safety Training Certificates or equivalent qualification approved by MOM, minimum 3 years of practical experience relevant to the work to be performed by the WSHO in building construction and works of engineering construction or facilities management.
Key Responsibilities
1. Safety Management & Compliance
- Advise on health and safety matters and ensure consistent safety standards across Sentosa Cove and IREM sites.
2. Risk Assessment & SOP Control
- Develop, consolidate, and review risk assessments for all property operations and contractor works.
- Ensure standard operating procedures (SOPs) and safe work practices are regularly reviewed and updated to reflect current risks.
- Manage Permit-to-Work and Consent-to-Work systems, including specialized permits for Hot Work activities.
3. Health and Safety Planning
- Develop and implement the Health and Safety Workplan covering all IREM assets.
- Ensure contractors receive proper training, instructions, and briefings before work commencement.
- Conduct toolbox meetings, inspections, and safety briefings regularly.
4. Emergency Preparedness
- Maintain and update emergency response plans for buildings, systems, and operations.
- Coordinate drills and escalation procedures every six months
5. Auditing & Process Improvement
- Conduct monthly inspection and half-yearly safety audits, including risk and SOP review, to ensure compliance and improvement.
- Facilitate third-party Workplace Safety & Health audits when required.
- Recommend corrective actions and process enhancements to strengthen safety performance.
6. Incident Management & Reporting
- Investigate accidents, near misses, and safety violations; prepare timely reports in accordance with statutory requirements.
- Maintain accurate records of incidents, observations, and corrective actions.
- Implement immediate response measures and update SOPs post-incident.
7. Safety Culture Development
- Promote a "Safety First" culture through communication campaigns, awareness talks, and training.
- Share best practices, near miss cases, and improvement measures during KPI and management meetings.
- Engage staff, contractors, and tenants to enhance ownership of safety standards.
8. Stakeholder Coordination
- Liaise with facility managers, contractors, tenants, and authorities to align safety plans and ensure compliance.
