Job Purpose:
The Facilities Manager (FSM) is responsible for the efficient management, maintenance, and operation of all facilities within the Recreational Centre for foreign workers. This includes overseeing building systems, safety compliance, maintenance works, vendor management, housekeeping, and ensuring that all facilities remain safe, clean, and operational to provide a welcoming environment for all users.

Qualifications & Requirements:
The Facilities Manager (FSM) is responsible for the efficient management, maintenance, and operation of all facilities within the Recreational Centre for foreign workers. This includes overseeing building systems, safety compliance, maintenance works, vendor management, housekeeping, and ensuring that all facilities remain safe, clean, and operational to provide a welcoming environment for all users.
Key Responsibilities:
1. Facilities Operations & Maintenance
- Oversee the daily operations of all building facilities including utilities, M&E systems, HVAC, lighting, water, and sanitation.
- Plan and implement preventive and corrective maintenance schedules.
- Conduct regular inspections to ensure facilities and equipment are in good working condition.
- Manage asset inventory, maintenance records, and ensure compliance with statutory requirements.
2. Safety, Health & Compliance
- Ensure compliance with workplace safety, fire safety, and environmental regulations.
- Conduct risk assessments and safety audits.
- Coordinate with authorities and contractors for safety certifications and inspections.
- Implement and monitor emergency response procedures.
3. Vendor & Contractor Management
- Manage and supervise external service providers (e.g., cleaning, pest control, landscaping, security, maintenance contractors).
- Source, evaluate, and negotiate with vendors to ensure cost-effective services.
- Monitor performance of contractors and ensure service standards are met.
4. Budgeting & Cost Control
- Develop and manage the facilities management budget, including maintenance, utilities, and repairs.
- Track expenses and implement cost-saving initiatives without compromising service quality.
5. Centre Support & Stakeholder Management
- Work closely with Centre Management to support recreational and community activities.
- Coordinate with government agencies, dormitory operators, and NGOs to support events and programs for foreign workers.
- Address feedback and complaints related to facilities promptly and effectively.
Qualifications & Requirements:
- Diploma/Degree in Facilities Management, Building Services, Mechanical/Electrical Engineering, or related field.
- FSM (Fire Safety Manager) certification is mandatory.
- Minimum 5 years of relevant experience in facilities management, preferably in recreational, community, or dormitory settings.
- Good knowledge of building maintenance systems, fire safety codes, and workplace safety regulations.
- Strong leadership, communication, and problem-solving skills.
- Able to work on weekends or shifts when required (depending on centre operations).
