We seek a highly skilled and experienced Projects & Facilities Manager to lead the planning, execution, and maintenance of our facilities and infrastructure. This role combines strategic project oversight with hands-on facility engineering, ensuring that all sites operate safely, efficiently, and in full compliance with regulatory standards. You will oversee a team, manage contractors and vendors, and coordinate with local authorities and internal stakeholders to deliver high-quality outcomes. A strong technical foundation in mechanical or electrical engineering is essential, along with proven experience in facility management, supervision, and project delivery.
The ideal candidate is fluent in both English and Mandarin, and demonstrates excellent communication and negotiation skills to navigate complex stakeholder environments. You will play a pivotal role in optimizing building systems, driving sustainability initiatives, and ensuring our facilities support operational excellence and staff wellbeing.

RESPONSIBILITIES
Project Management Responsibilities
- Act as the primary liaison between the Employer, consultants, main contractor, and Employer's contracted specialists (e.g., automated crane, automated warehouse, and heavy lifting specialists, interior designer).
- Coordinate and align all stakeholders, proactively identifying risks such as lead time, shipment delays, or site readiness, and implementing mitigation plans.
- Attend site meetings, represent Employer's interests, and ensure all project activities remain consistent with the original scope and intent.
- Track, capture, and report all variations or deviations from the original plan, providing clear updates to the Employer on critical matters.
- Supervise Employer's contracted specialists to ensure works are executed in compliance with contracts, completed on schedule, and integrated smoothly with the main contractor's activities.
- Facilitate collaboration between Employer's specialists, heavy lifting service providers, the main contractor, and consultants to achieve timely project delivery.
Facilities Management Responsibilities
- Oversee the maintenance and repair of facility systems, equipment, and infrastructure.
- Supervise contractors, including negotiating pricing, scheduling, and quality control.
- Plan and implement preventive and corrective maintenance for building, M&E systems, and critical infrastructure.
- Ensure compliance with local codes, safety regulations, and environmental standards.
- Develop and manage facility budgets (OPEX and CAPEX), ensuring cost control, value-for-money, and timely reporting.
- Prepare reports on maintenance activities, budget expenditures, and project progress.
- Serve as the primary contact for local authorities, obtaining permits, and ensuring regulatory compliance. Liaise with government agencies and relevant authorities for approvals, inspections, and certifications.
- Conduct periodic HSE audits, risk assessments, and safety training for facility staff and contractors.
- Develop and implement emergency response procedures.
- Lead and mentor the facility maintenance staff, providing guidance and training.
- Develop, implement and manage facility management systems (eg: CMMS) for asset tracking, preventive maintenance, and performance reporting.
- Monitor and optimise energy usage, introducing sustainable practices and cost-saving initiatives.
JOB REQUIREMENTS
- Diploma in Mechanical or Electrical discipline or certification in facility management.
- Minimum of 5-7 years of experience in facility management, with supervisory roles.
- Proficiency in English and Mandarin, with strong communication skills.
- Ability to write reports, plan schedules, negotiate prices, and supervise contractors.
- Familiarity with local codes, safety regulations, and environmental standards.
- Class 2 or 3 driving licence required for travel to various facilities.
