Our client - an international semiconductor manufacturer - is setting up a brand-new facility in Singapore and is seeking an experienced, hands-on Human Resources Manager to lead and establish the local HR function from the ground up.
About the Role
You will play a pivotal role in building and driving all aspects of HR operations, compliance, and people development for this exciting new start-up. Key Responsibilities
- Establish and lead all local HR functions to support business expansion and start-up operations.
- Develop and implement HR strategies, policies, and frameworks aligned with corporate and Singapore regulations.
- Manage full-spectrum HR operations: recruitment, onboarding, payroll, performance management, compensation & benefits, and employee engagement.
- Partner with management to understand manpower needs and drive effective talent acquisition and retention strategies.
- Lead compliance initiatives with MOM, CPF, IRAS, and other statutory bodies.
- Design and deliver training, development, and engagement programs that foster a high-performance culture.
- Mentor and grow the local HR team while managing HR budgets and external service providers.
Requirements
- Bachelor's degree in Human Resources, Business, or related field.
- Minimum 10 years of progressive HR management experience, preferably in semiconductor, electronics, or advanced manufacturing sectors.
- Solid knowledge of Singapore employment laws and HR compliance practices.
- Proven experience in both HR start-up setup and hands-on operations.
- Strong interpersonal and communication skills with the ability to work across regional functions.
- Proficiency in Chinese and/or Japanese is an advantage to liaise with regional stakeholders.
