Human Resources Manager and Recruiter

SINGAPORE SHELL EMPLOYEES' UNION CO-OPERATIVE LTD
The Human Resources (HR) Manager and Recruiter is a member of the Employment Services Business (ESB) team and will support the General Manager to lead the employment agency and payroll services team. He/she will guide the ESB team and ensure smooth operation support to Singapore Shell Employees' Union Co-operative's (SSEUC) clients including but not limited to day-to-day transaction relating to recruitment, on-boarding, employee engagement and relations, HRMS and payroll administration.
Recruitment
• Liaise with SSEUC's clients on their recruitment needs and to obtain job description of position/s as well as conduct requirements gathering and ensure before commencing the recruitment.
• Manage postings of job advertisements on various recruitment channels such as job portals, social media, and other innovative solutions.
• Screen through applications received and conduct initial discussion with suitable candidates to explain the contracting process.
• Submit shortlisted candidates to client's Hiring Manager for review and to assist in arranging interview including application of visitor pass to work site.
• Carry out reference checks as and when required by Hiring Manager.
Contract Management
• Assist the Client (Hiring Manager) to make salary offer to the selected candidate.
• Prepare cost proposal and employment contract for Hiring Manager's approval when selected candidate accepts the offer.
• Send employment contract to selected candidate for signature when Hiring Manager approved the cost proposal and contract.
On-Boarding
• Arrange Pre-Employment medical examination of selected candidate if it is a pre-requisite of the job.
• Oversee the arrangement of the Security Pass for selected candidate to their work site.
• Oversee the arrangement of safety training if it is a pre-requisite of the job and the selected candidate does not possess such certificate.
• Ensure the submission of new hires' details to the company's insurer for medical insurance coverage.
HR Management System
• Ensure HR Executive set up the new employee's data into HR Management System and Invoicing System
• Assist employees if they have any issue with the system.
• Serve the contact person between the company and the HRMS vendor regarding issues with and/or improvement to the system.
Employee Engagement and Relations
• Serve as the first point of contact of all employees regarding their queries and/or issues.
• Monitor employee's contract period and follow-up with employee's manager on contract renewal and salary increase.
• Liaise with employee's manager on the performance review of employees at the end of their contract or anniversary date.
• Manage the insurance disbursement of medical claims from the company's insurer to the employee.
• Handle all exit management processes of out-going (resignation or end-of-contract) employees.
Payroll Administration
• Oversee the HR Executive to follow-up with employees on their approved monthly timesheets submission to the HR.
• Serve as a back-up of the HR Executive relating to monthly payroll and invoicing processing for the various group of employees.
• Ensure the HR Executive to prepare invoices through the invoicing software as and when required.
• Ensure submission of government claims for NS makeup pay, maternity, paternity, childcare leave are done timely
Invoicing
• Investigate the root cause of billing issues and resolve the discrepancies.
• Attend to internal and external queries on billing information.
• Monitor and follow up with relevant Business Unit Focal on overdue accounts.
Others
• Review, recommend, introduce and update timely changes to the Company's policies and standard operating procedures with a view to streamline for greater efficiency and productivity.
• Submit accurate data for surveys and reports to government agencies / statutory boards.
• Initiate HR best practices and new HR/billing technologies.
• Serve as the PDO (Data Protection Officer) of the Company and ensure PDPA Policy and Inventory Map are up to date.
• Carry out any other ad-hoc duties as assigned by the General Manager of SSEUC.
Job Requirement
• Bachelor's degree in HR Management, Business Administration or its equivalent.
• CEI (KAH)
• 2-3 years of experience in Agency or In-House recruitment
• Strong computer literacy with exposure to HRMS or payroll software.
• Possess good customer service and strong relationship-building skills
• Good communication and interpersonal skills.
• Meticulous, highly organized and a team player.
