Position Summary

The Centre Manager is responsible for the overall management of CareElderly programmes and services, including but not limited to centre-based activities. This role ensures that all operations are aligned with the organisation's mission and vision, and that programmes are executed in accordance with industry standards, MOH and AIC guidelines, and compliance requirements. The Centre Manager is also responsible for the timely and accurate submission of reports to relevant authorities.

In the absence of a Programme Coordinator, the Centre Manager will take on additional responsibilities to coordinate support services and organise activities for beneficiaries. This includes ensuring that all programmes and services are delivered responsibly and in compliance with internal policies and external regulatory frameworks.

As a Centre Manager, you will oversee the day-to-day operations of our Active Ageing Centres, ensuring the delivery of quality programs and services for seniors.

Key responsibilities

Management Responsibilities
  • Assist the Acting Head of Department (HOD)/HOD in overseeing financial matters related to both centre-based and community-based operations, including budgeting, cost control, and collection of proceeds.
  • Review, update, and enforce the Standard Operating Procedures (SOPs) and policies for CareElderly programmes to ensure alignment with the organisation's code of conduct and compliance with regulations (e.g. PDPA, MOH, AIC).
  • Mentor, train, and support Programme staff (Coordinators, Executives, and Assistants) to maintain a safe, inclusive, and senior-friendly environment for active ageing and community care.
  • Build partnerships with external agencies to expand resources and support available to seniors

Programme Planning, Implementation and Evaluation Reporting
  • Develop and implement an outreach plan and annual programme calendar encompassing mandated 5 domain (social, physical, learning, cognitive and volunteerism) of active ageing activities for seniors.
  • Ensure all activities and services meet KPIs and standards set by AIC and other authorities, including Programme Evaluation System (PES), Client Satisfaction Surveys (CSSs), and biannual reports.
  • Lead needs assessment exercises; analyse findings and provide recommendations to AHOD/HOD and Management.
  • Establish processes to capture and maintain updated data on elderly households within the service area.
  • Encourage and facilitate the formation of mutual help groups among seniors.
  • Promote racial harmony and community cohesion through inclusive programming.
  • Design, execute, and evaluate integrated community-based social and health programmes relevant to eldercare, in line with frameworks from AIC, MOH, and the ILTC sector.

Home Visits
  • Conduct home care assessments to evaluate the needs of seniors and their families.
  • Maintain accurate and up-to-date records for follow-up and reporting to relevant authorities.

Caregiving Service
  • Ensure care services respect beneficiaries' expressed preferences, including LPA, ACP, and AMD directives.
  • Maintain compliance with industry standards in caregiving practices.
  • Uphold high standards of safety and care quality in service delivery

Alert Alarm System
  • Oversee and manage the Alert Alarm System (AAS) during the AAC's operating hours, rendering assistance when necessary.
  • Develop a protocol for AAS activation and support after operating hours, including standby arrangements.

Volunteer Management
  • Forge partnerships with community stakeholders (e.g. grassroots, corporates, schools) to recruit and engage volunteers.
  • Interview, onboard, and assign volunteers based on skills and programme needs.
  • Conduct volunteer orientation and training to align with CARElderly's mission and programme goals.
  • Supervise and support volunteers, establish recognition systems, and evaluate the volunteer programme regularly.
  • Serve as the key liaison between volunteers and CARElderly programmes.

Finance and Accounts
  • Oversee fund utilisation and ensure sound financial management.
  • Implement financial controls to safeguard assets and ensure proper accounting.
  • Coordinate annual budgeting and liaise with external auditors during financial audits

Training and Development of Personnel
  • Lead and develop junior staff through training, coaching, and regular supervision.
  • Conduct annual staff appraisals and identify training needs.
  • Monitor and evaluate centre operations regularly, recommending improvements as needed.
  • Coordinate staffing plans to ensure adequate manpower deployment.
  • Assist in the preparation of the annual operations and manpower budget.
  • Review administrative processes for efficiency and provide updates to AHOD/HOD/Management.

Administration Duties
  • Vet all reports and documents prior to submission to AHOD/HOD or authorities (MOH/AIC)
  • Ensure proper maintenance, security (PDPA), and accuracy of beneficiary records.
  • Oversee follow-up actions for absent or vulnerable beneficiaries.
  • Undertake other administrative tasks as assigned.

Others
  • Provide manpower support at centres when required.
  • Represent the organisation in community networks and stakeholder engagements.
  • Support AHOD in ad-hoc assignments related to service or staff matters

Competencies

Financial and General Administration
  • Knowledge of financial budgeting, recording, reporting and control for CareElderly programmes and services.
  • Ability to maintain orderly records of information and enforce data security in accordance to PDPA guidelines.
  • Meticulous and diligent in keeping operation manuals and forms current and up-to-date.

Resource and Estate Management
  • Ability to manage projects, follow-up and complete any estate set-up or improvement initiatives.
  • Effective communication and negotiation skills for liaison with suppliers/ contractors/ vendors.

Staff Management
  • Capable in planning and budgeting for manpower.
  • Ability to build cohesive relationships with all staff, to monitor and improve work efficacy.
  • Ability to provide coaching/mentoring the staff on operational improvements.

Planning and design of programmes & activities
  • Ability to determine learning goals and set the context (pre-determined theme or topic).
  • Creative to generate ideas that are related to the context; ability to be a team player.
  • Ability to select and sequence activities which will engage elderly in healthy living and active learning.

Beneficiaries well-being
  • Ability to communicate and relate with beneficiaries well.
  • Observant in noticing any abnormal behaviour among the elderly.
  • Caring towards beneficiaries' well-being.

Requirements

Academic Qualification & Experience
  • Degree holder from a recognized institution, with studies preferably in the area of gerontology, geriatrics, nursing, allied health and/or social work.
  • Minimum three years' experience in a supervisory position.

Passion & Personality
  • Have an interest / passion to work with elderly.
  • Self-motivated and takes initiative to drive improvements & developments.
  • Possess strong interpersonal and communication skills.
  • Able to work independently and at the same time a team player who is able to work cohesively with colleagues from different levels.
