Job Purpose

The Health, Safety, Security and Environmental (HSSE), Manager is responsible for leading the Health, Safety, and Environmental department for the assigned country, in accordance with the company's development pillars, ensuring compliance with corporate prevention goals and those defined internally by the region's vice-president.

Responsibilities

Policy Development and Implementation:
  • Implement and maintain HSSE policies, procedures, and guidelines to ensure alignment with legal and regulatory requirements.
  • Review and update policies regularly to reflect changes in legislation, industry standards, and company operations.

Risk Assessment and Management:
  • Conduct comprehensive risk assessments to identify potential hazards across all operations.
  • Facilitate the development of risk mitigation plans and ensure their effective implementation across the organization.

Compliance Monitoring:
  • Monitor compliance with HSSE regulations and industry standards, conducting regular internal audits and inspections.
  • Maintain comprehensive records of compliance activities and ensure documentation is readily accessible.

• Generates safety reports for the monthly regional KPI data to the corporate team.

• Collaborate with other departments and employees to ensure compliance with all safety, security, and environmental requirements and regulations.

• Manage the health, safety, and environmental regulatory programs in assigned geography to include:

o Compliance counseling.

o Strategy development.

o Participation in the assessment of site health & safety management, compliance, and injury reduction programs.

o Best practice sharing.

Training and Awareness:
  • Design and implement a robust HSSE training program for all employees, including specialized training for high-risk roles.
  • Develop engaging materials and methods to promote HSSE awareness, such as workshops, seminars, and e-learning modules.

Incident Investigation and Reporting:
  • Lead thorough investigations of workplace incidents, near misses, and unsafe conditions to determine root causes.
  • Prepare and present detailed reports on incidents to senior management, including findings and recommendations for corrective actions.

Emergency Preparedness and Response:
  • Develop and regularly update emergency response plans, ensuring they cover various scenarios (e.g., fires, chemical spills).
  • Conduct drills and simulations to test the effectiveness of emergency response plans and train employees on their roles during emergencies.

Environmental Management:
  • Oversee environmental compliance programs, including waste management, emissions control, and resource conservation initiatives.
  • Collaborate with external environmental consultants as needed to enhance environmental practices.

Data Analysis and Reporting:
  • Collect, analyze, and interpret HSSE data to identify trends, monitor performance, and inform decision-making.
  • Prepare regular HSSE performance reports for senior management, highlighting achievements and areas for improvement.

Stakeholder Engagement:
  • Collaborate with various departments to integrate HSSE considerations into all business processes and decision-making.
  • Build relationships with external stakeholders, including regulatory agencies, community groups, and industry organizations, to enhance the company's HSSE profile.

Continuous Improvement:
  • Foster a culture of continuous improvement in HSSE practices by encouraging employee participation in safety initiatives.
  • Implement feedback mechanisms to gather input from employees on HSSE policies and practices.

HSSE Culture Development:
  • Promote a proactive safety culture by recognizing and rewarding safe behaviors and practices.
  • Lead initiatives that encourage employees to take personal responsibility for their safety and that of their colleagues.

Performance Metrics and Benchmarking:
  • Establish and track key performance indicators (KPIs) to evaluate the effectiveness of HSSE programs.
  • Benchmark HSSE performance against industry standards and best practices to identify opportunities for improvement.

Budget Management:
  • Assist in the preparation and management of the HSSE budget, ensuring resources are allocated effectively to support HSSE initiatives.
  • Monitor expenditures and make recommendations for cost-effective HSSE solutions.

Supplier and Contractor Management:
  • Evaluate the HSSE performance of suppliers and contractors, ensuring they adhere to company standards and practices.
  • Develop and implement HSSE requirements for contractors and oversee their compliance on-site.

Technology and Innovation:
  • Research and implement new technologies and best practices to enhance HSSE performance.
  • Promote the use of digital tools for reporting, training, and data management to streamline HSSE processes.

Community Outreach and Engagement:
  • Develop community engagement programs that promote the company's commitment to health, safety, and environmental stewardship.
  • Participate in community safety initiatives and collaborate with local organizations to improve public safety.

Security management:
  • Identify, develop, implement, and maintain cost-effective security processes and asset protection measures to reduce risks, respond to incidents, and limit exposure to liability in all areas
  • Manage relationships with third party providers with intelligence regarding relevant business continuity threats and emergency response guidance
  • Direct and supervise security-related investigations in accordance with legal Requirements and company policies
  • Manage third party relationships that would provide APLL with on-going, up-to- date intelligence regarding travel security and health and life safety risks in those countries relevant to business
  • Guide site engagement with and relationship-building with local law enforcement, local government, and other local entities to help improve access to resources when security incidents arise
  • Provide and develop organizational learnings, including enterprise-wide physical security and awareness training

Security documentation:
  • Formulate reports to track investigations, physical losses, or violations of regulations, policies, and procedures related to security
  • Coordinate and perform site security risk assessments
  • Manage internally and externally contracted resources, including guard service
  • Prepare for and assess unforeseen threat developments, recommend changes in security direction and approach

Qualification:

• Bachelor's degree in occupational health and safety, environmental science, and security or related field.

• Minimum of 10 years of experience in the HSSE field with 2+ years of management experience.

• Relevant certifications (e.g., NEBOSH, OSHA, ISO 14001, ASP, CSP) are highly desirable.

• Strong knowledge of HSSE regulations and industry standards.

• Excellent communication, leadership, and interpersonal skills.

• Ability to analyze data, prepare reports, and present findings to stakeholders.
