(A) Job Summary
The QA/QC Manager is responsible for overseeing and implementing the Quality Management System (QMS) for the LTA project. The role ensures that all construction works comply with LTA specifications, contract requirements, approved drawings, and relevant statutory regulations. The QA/QC Manager leads the quality team and works closely with site, design, and subcontractor teams to maintain high quality standards throughout project execution.

The QA/QC Manager is responsible for overseeing and implementing the Quality Management System (QMS) for the LTA project. The role ensures that all construction works comply with LTA specifications, contract requirements, approved drawings, and relevant statutory regulations. The QA/QC Manager leads the quality team and works closely with site, design, and subcontractor teams to maintain high quality standards throughout project execution.
(B) Essential Job Functions:
- Develop and implement the Quality Management System (QMS) for the project.
- Create and review quality plans, procedures, and inspection test plans (ITPs).
- Ensure the quality of all construction work performed on site are in accordance with the company's QAQC requirement.
- Oversee inspections of construction activities, materials, and equipment to ensure compliance with specifications. Review and approve inspection reports, non-conformance reports (NCRs), and site observations.
- Collaborate with the project team, including engineers, contractors, and subcontractors, to resolve quality-related issues. Work closely with clients and regulatory bodies to address quality concerns.
- Ensure proper implementation of quality standards by providing training and guidance to site staff.
- Conduct regular inspections to ensure works are following method statements & proper sequence of work and in accordance with BCA's good industry practice.
- Ensure that quality practices align with safety standards and environmental regulations.Stay updated on changes in building codes, legal requirements, and industry standards.
- Issue NCRs, propose corrective action in a timely and effective manner.
- Prepare and present regular quality reports to project managers and stakeholders.
- Maintain clear communication between the QA/QC team and other departments to ensure alignment on quality objectives.
- Other duties as assigned by superior.
(C) Minimum Qualifications/ Job Experience:
- Bachelor's degree in civil engineering, Construction Management, or a related field.
- Minimum 10 years of engineering experience for projects of similar scale, complexity and nature of work, with active involvement in QA/QC and has relevant industry certification.
- Knowledge of construction materials, methods, and quality testing.
- Proficiency in quality management tools and systems.
- Familiarity with industry standards such as ASTM, BS, and EN codes.
