Position Overview

The Quality Engineer (CSA) ensures all civil, structural, and architectural works are executed in accordance with approved drawings, specifications, statutory requirements, and the Project Quality Plan (PQP). This role demands strong technical and coordination capabilities, particularly in managing Building and Construction Authority (BCA) and Registered Inspector (R.I.) inspections, and stakeholder quality expectations within fast-track construction environments.

Key Responsibilities

1. Quality Planning & Documentation

• Support preparation, review, and implementation of Project Quality Plan (PQP), Inspection & Test Plans (ITPs), and Method Statements for CSA works.

• Ensure all documentation and activities comply with BCA Codes of Practice, Eurocodes, SS EN, and relevant statutory requirements.

• Coordinate with Qualified Persons (QP), BCA inspectors, and Registered Inspectors (R.I.) for inspection readiness, submissions, and closure of comments.

• Maintain traceability and proper filing of inspection records, test reports, and material certifications.

• Use software tools for quality documentation management. Coach subcontractors on the use of software tools during project execution.

2. Construction Quality Assurance

• Conduct and witness inspections for rebar, formwork, concrete, waterproofing, and architectural finishes according to approved ITPs.

• Ensure BCA-mandated hold points and R.I. inspection stages are clearly identified, scheduled, and complied with.

• Verify conformance of structural and architectural works against approved drawings, specifications, and workmanship standards.

• Oversee mock-ups, First-of-Kind (FoK) works, and material approvals prior to mass installation.

• Ensure timely submission and acceptance of inspection requests (IRs) by the client or consultant.

3. Quality Control Coordination

• Liaise with subcontractors, consultants, and client representatives to ensure timely resolution of NCRs, punch items, and inspection comments.

• Monitor progress of statutory inspections (BCA site checks, R.I. structural inspections, TOP/CSC clearances) and ensure non-compliances are addressed promptly.

• Facilitate internal and external audits, ensuring continual compliance with project and statutory quality requirements.

• Prepare QA/QC reports and assist in final acceptance inspections

• Coordinate with laboratory testing agencies for concrete cube testing, soil compaction, and material verification as required by BCA and QP.

4. Continuous Improvement

• Promote Right First Time (RFT) and Incident-Free Workplace (IFW) culture during project.

• Participate in root cause analysis (RCA) and lessons learned for recurring quality issues.

• Support training and mentoring of site engineers and supervisors on inspection readiness, documentation, and statutory compliance.

Qualifications & Experience

• Bachelor's Degree or Diploma in Civil / Structural Engineering or equivalent.

• Minimum 7 years' experience in construction quality assurance and control for civil, structural, and architectural works.

• Review drawings, specifications, and approved designs.

• Verify material compliance (cement, aggregates, steel, admixtures).

• Ensure calibration of equipment (pile rigs, batching plant, testing instruments).

• Monitor piling installation (depth, alignment, verticality, torque/pressure logs).

• Witness PDA,PIT, SPT etc. for Piling works

• Inspect reinforcement, formwork, and cleanliness before concrete pour.

• Witness concrete tests (slump, temperature, cube sampling).

• Verify curing methods and protection measures.

• Experienced in reinforcement ,concrete and waterproofing integrity checks

• Proven track record in BCA and Registered Inspector (R.I.) inspections, TOP/CSC clearance coordination, and statutory submission processes.

• Experience in fast-track EPC or D&B projects, ideally within pharmaceutical, semiconductor, or high-tech manufacturing facilities.

• Familiar with ISO 9001:2015, QA/QC procedures, and digital inspection systems (e.g., ACC, EIDA, BIM 360, Procore).

• Knowledge of SS, Eurocode, BS, ASTM, and ACI standards. • Excellent coordination, communication, and reporting skills.

• Proactive, detail-oriented, and capable of working under tight deadlines.
