Instrumentation Control & Automation (ICA) Manager

Roles & Responsibilities:
1) Lead and manage a team of ICA engineers through all phases, including design, procurement, installation, testing, commissioning and handover for the project
2) Oversee the selection of appropriate instrumentation, sensors, actuators for accurate measurement and control of variables like temperature, pressure, flow, level etc to meet specifications
3) Handle the instrumentation, panels, cabling procurement, including technical evaluation, bid analysis
4) Prepare P&ID, Process Control Narratives (PCN), Instrument Lists, I/O (Input/Output) and/or update Client's P&ID, PCN etc. from process equipment vendors where required
5) Coordinate with all project's sub-teams (e.g. Engineering, BIM, QHSE, Document Control, Planning, QS etc.) and support functions (e.g. Corporate, Procurement, Finance etc.)
6) Coordinate with vendors/sub-contractors after the award of the sub-contract/purchase order to ensure the safe and timely delivery, installation, testing & commissioning of the respective equipment, instrumentation
7) Review of technical submissions for compliance to project requirements and prepare technical submissions to client's consultant and obtain approval in a timely manner
8) Ensure all ICA engineering activities comply with project requirements, industry standards and local codes of practice in Singapore
9) Coordinate the ICA interfacing works with other Main Contractors within the same project development and meet the required interface milestones for the completion of the project
10) Prepare and lead in all Inspection and Testing Procedure (Factory Acceptance Tests (FAT), Site Acceptance Test (SAT), Process Commissioning, Plant Performance Tests) for ICA Systems and lead the testing and commissioning of the ICA systems
11) Manage ICA budget and coordinate closely with Project Manager and QS for progress claim and cash flow forecast and expenditure
12) Liaise with clients, consultants, sub-contractors and internal cross-functional teams to ensure seamless integration and communication across all project stakeholders

Requirements:
- Education: A Bachelor's or Master's Degree in Electrical Engineering, Instrumentation & Control Engineering, Mechanical Engineering, or a related technical discipline is typically required.
- Minimum of 5-10 years of relevant engineering experience is standard for a manager position.
- Ability to manage all project matters, including cost management, risk assessments, and documentation.
- Strong problem-solving abilities and project management expertise.
