Job Responsibilities

  1. Responsible for the management of project Quality Assurance/Quality Control (QA/QC) documents, including formulating and maintaining the Project Quality Plan (PQP) to ensure it is in line with client standards and international standards; developing Inspection and Test Plans (ITPs) covering fields such as Heating, Ventilation, and Air Conditioning (HVAC), piping (utility and process), and equipment installation; managing documents like work method statements (involving the fit-up of various pipe joints, such as in scenarios of underground pipes, welding, flushing, equipment installation, etc.), Welding Procedure Specifications (WPS)/Procedure Qualification Records (PQR)/welder qualifications (in line with the requirements for piping and structural works in ASME Section IX), as well as calibration certificates for torque wrenches, gauges, particle counters, airflow meters, etc. Implement Non-Conformance Report (NCR)/Corrective Action Report (CAR) procedures, which should include root cause analysis and corrective actions when handling non-conformities.
  2. Conduct material control work, carry out receiving inspections of materials, verify whether materials conform to the Approved Vendor List (AVL), and perform receiving inspections for each batch of incoming materials.
  3. Responsible for QA/QC work in the fabrication & assembly phase, including welding inspection of carbon steel pipes/stainless steel pipes:
  • Pre-welding inspection: Review Welding Procedure Specifications (WPS) and Procedure Qualification Records (PQR) to ensure they are approved for carbon steel pipes and comply with ASME Section IX and project specifications; verify welders' qualifications in terms of welding processes (SMAW, GTAW, GMAW, FCAW) and positions; confirm that the material grade, diameter, thickness, and heat number of pipes, fittings, and flanges are consistent with drawings and Material Test Certificates (MTC); check whether the type of electrodes/filler materials is approved, storage is appropriate (baking, holding ovens), and batch/lot traceability is maintained; inspect whether the fit-up and joint preparation meet the bevel angle, root face, and root gap specified in the WPS, whether the alignment is within tolerance, and whether tack welds are qualified (no cracks, correct size).
  • Welding inspection: Pay attention to orbital welding (parameter documents, welding videos/data logs) and welding coupon testing for critical pipes; conduct Non-Destructive Testing (RT/UT/PT) and visual inspection according to the importance of the system; for stainless steel pipes, verify surface quality and chemical cleaning records (passivation and pickling).
  1. Responsible for QA/QC work in the installation phase:
  • Equipment installation: Check the precision alignment, leveling, and vibration isolation of pumps, chillers, compressors, etc.
  • HVAC and cleanroom systems: Conduct duct leak testing in accordance with SMACNA/ASHRAE standards.
  • Piping installation: Inspect slopes, supports, anchors, and spring hangers; check gaskets, flange torque, and tightness; supervise the implementation of clean construction protocols such as nitrogen purging during welding.
  1. Responsible for testing and pre-commissioning work, create test boundaries (test packs) for each construction system; conduct hydrostatic tests/pneumatic tests in accordance with ASME B31.3 (process utility piping); supervise third parties in carrying out airflow balance testing (TAB - Testing, Adjusting & Balancing) in HVAC testing; perform system flushing/cleaning until turbidity and particle counts meet the acceptance criteria.
  2. Responsible for handover and document management work, organize as-built documents (red-line drawings and updated P&IDs), weld logs and weld maps (for piping), material traceability records (if required), final test reports (hydrostatic test, leak test, airflow), mechanical completion packages (punch list cleared, signed off by the client), and system turnover dossiers (organized by subsystem for the commissioning team).

Job Requirements

  1. Familiar with relevant international standards such as ASME and client standards, and understand the processes and methods of engineering quality control.
  2. Have more than 3 years of relevant engineering QA/QC work experience, with experience in chemical, construction, and other projects being preferred.
  3. Hold relevant professional qualification certificates, such as welding inspector certificates.CSWIP 3.1, CSWIP 3.2 , AWS OR CWI,
  4. Possess good communication skills, strong sense of responsibility, be rigorous and meticulous, and able to work under certain pressure.
