Job Purpose
  • Collaborate with global CoE in development of global framework and programs to strengthen performance culture and develop talents to meet the organization's business needs. Ensure deployment of the global framework and programs at a regional level.
  • Drive and support HR teams for the regional execution of Talent Management Processes including performance management.
  • Align the global talent management initiatives to region specific needs and Implement Talent Management approaches and solutions to address unique needs of the region, in collaboration with various stakeholders to ensure alignment with organizational goals and local specificities.

Accountabilities and Responsibilities
  • Talent Roadmap - Partner with Regional HR leaders and key stakeholders to understand organizational talent priorities in the region, develop and execute a roadmap to address gaps and challenges
  • Collaboration - with global CoE and Regional L&D and TA - Provide voice of region, make recommendations and collaborate with global CoE on global processes, programs and initiatives to ensure they are relevant and meet the needs of the region. Partner with regional L&D and TA to drive talent programs and initiatives.
  • Performance Management - Facilitate the Performance culture in Asia by deploying the Performance Management processes including Return to Performance process, aligning with global CoE and key stakeholders. Ensure execution of Performance management cycle and support managers' capability development to manage performance, including setting quality OKRs, quality IDPs, Return to Performance and feedback training.
  • Talent Review and Succession Planning Processes - Drive and support Talent Review cycle (identification, discussion and development of talents) in region according to corporate guidelines, design
  • Talent Development - Implement Corporate Talent Development programs for key talent (high potentials and employees in critical roles) and develop regional development programs in alignment with global L&D CoE and Region L&D.
  • Roll out supporting assessment and development tools.
  • Talent Mobility - Facilitate cross-fertilization of talents by setting up regional internal mobility committee collaborating with regional TA to identify opportunities for talent mobility.
  • Deploy regional process to complement as needed
  • Technical Staff - Foster community and sharing amongst Local Technical Advisory Committees (LTACs) in the region to support recognition and development of technical staff
  • Performance Measurement - Monitor performance and talent management KPIs within the region to measure the effectiveness of processes, diagnose underlying causes of key business issues and identify opportunities to enhance processes
  • CoE Leadership - Provide TM CoE leadership, direction, guidance and support the development of country/site TM and PM leads

Experience Requirements
  • 10 years HR experience, with previous experience in talent review and succession planning, ideally in semiconductor or globally operating technology company, in Asia markets
  • Deep expertise in talent assessment approach (i.e., framework and methodology to assess potential and performance)
  • Strong knowledge of different performance management systems (e.g., Oracle knowledge and experience beneficial) and link it to all other HR programs
  • Experience in building and maintaining relationships with key stakeholders at all levels
  • Experience in leading and motivating teams

  • Experience in analyzing industry and region-specific trends
  • Project management and leadership capabilities
  • Excellent interpersonal, organizational and communication/presentation skills
  • Knowledge of technical tools available to improve the effectiveness and the impact of the function and to capture metrics to drive insights
