The HR Officer will play a key role in managing the company's workforce needs, particularly in the recruitment and administration of both local and foreign workers. The HR Officer will also support daily HR operations, employee engagement, and ensure compliance with MOM regulations and company policies.

The HR Officer will play a key role in managing the company's workforce needs, particularly in the recruitment and administration of both local and foreign workers. The role requires strong knowledge of Singapore's manpower regulations, including the use of WPOL (Work Permit Online) for worker applications, and experience in applying for Work Permits (WP), S Pass, and Employment Passes (EP). The HR Officer will also support daily HR operations, employee engagement, and ensure compliance with MOM regulations and company policies.
Key Responsibilities
- Recruitment & Staffing
Source, interview, and recruit both staff and site workers to meet project manpower requirements.
Manage the end-to-end recruitment process, including job postings, interviews, offers, and onboarding.
Liaise with employment agencies, training providers, and subcontractors on manpower needs. - Work Pass & Foreign Manpower Management
Handle applications, renewals, cancellations, and appeals for WP, S Pass, and Employment Pass via WPOL and EPOL.
Maintain compliance with MOM's foreign worker quota, levy, and housing regulations.
Track pass expiry dates and ensure timely renewals to avoid disruption to operations. - HR Operations & Administration
Prepare employment contracts, HR letters, and maintain accurate employee records.
Manage attendance, leave, and payroll-related administrative support.
Ensure compliance with company policies, Employment Act, and workplace safety requirements. - Employee Relations & Engagement
Act as the first point of contact for staff and workers on HR-related matters.
Support welfare, engagement, and training initiatives to enhance staff retention.
Assist in handling grievances and disciplinary matters in accordance with company policies.
Job Requirements
- Minimum 2-3 years of HR experience, preferably in the construction industry or manpower supply sector.
- Strong knowledge of MOM regulations, WPOL/EPOL systems, and foreign worker management.
- Familiar with work pass quota, levy, and housing requirements.
- Proficient in Microsoft Office applications (Word, Excel, Outlook).
- Good communication and interpersonal skills; able to liaise with diverse workforce (local and foreign employees).
- Strong organizational skills and attention to detail; able to manage multiple tasks under tight timelines.
- Preferably familiar with payroll systems and basic HRIS software.
- Bilingual in English and Mandarin (to liaise with Mandarin-speaking workers/agents) is an advantage.
