With the restructuring of CULINES being complete in November 2024, the headquarters of CUNLINES was moved from Shanghai to Singapore. We have been focusing on both short and long-haul trades. In 2021, we expanded into TP and European markets. ESSENTIAL DUTIES AND RESPONSIBILITIES
We are seeking a highly experienced and strategic General Manager / Deputy GM, Marine Operations , to oversee and manage the operational activities related to fleet management, vessel performance, compliance, and marine safety. This role will lead the Marine Operations team to ensure the highest standards of operational efficiency, safety, regulatory compliance, and cost control in line with corporate and industry best practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES
We are seeking a highly experienced and strategic General Manager / Deputy GM, Marine Operations , to oversee and manage the operational activities related to fleet management, vessel performance, compliance, and marine safety. This role will lead the Marine Operations team to ensure the highest standards of operational efficiency, safety, regulatory compliance, and cost control in line with corporate and industry best practices.
KEY RESPONSIBILITIES:
- Lead and oversee day-to-day marine operations, ensuring vessel activities are conducted safely, efficiently, and in full compliance with international and local maritime regulations (IMO, SOLAS, MARPOL, ISM Code, etc.).
- Manage vessel performance monitoring, voyage planning, fuel consumption tracking, and operational cost control.
- Supervise the operational readiness of vessels, including certifications, inspections, audits, safety drills, and maintenance planning in coordination with Technical, Crewing, and HSE departments.
- Develop and implement marine operational procedures, emergency response plans, and best practices to ensure optimal vessel operations.
- Act as the primary liaison with port authorities, classification societies, P&I clubs, and regulatory agencies on operational matters.
- Lead investigations for incidents, accidents, or near misses, identifying root causes and corrective/preventive actions.
- Oversee and supervise dry-docking, new vessel delivery, and special projects including retrofits, upgrades, or equipment installations.
- Manage marine budget and resources, ensuring operational cost-efficiency without compromising safety and quality standards.
- Continuously review and optimize voyage execution, ensuring maximum vessel uptime, schedule reliability, and performance KPIs are achieved.
- Collaborate cross-functionally with Chartering, Commercial, Technical, and Crewing teams to deliver seamless fleet operations.
- Drive digitalization initiatives and adoption of operational technologies (fleet monitoring systems, ECDIS upgrades, voyage optimization tools, etc.).
- Provide leadership, coaching, and performance management to the Marine Operations team, fostering a strong safety and service-oriented culture.
- Monitor and analyze marine industry trends and regulatory changes to advise senior leadership and adapt operational strategies accordingly.
- Represent the company in industry forums, customer meetings, audits, and regulatory inspections.
- Any ad hoc duties or projects as assigned.
Required Competencies:
- Strong leadership and decision-making skills with the ability to work under pressure and in dynamic environments.
- In-depth knowledge of maritime regulations, vessel operations, cargo handling, and navigational safety.
- Excellent communication and stakeholder management skills with internal teams and external authorities.
- Strong analytical and problem-solving skills, with a results-driven mindset.
- Ability to manage budgets, analyze operational performance, and implement continuous improvement initiatives.
- High personal integrity and commitment to upholding safety, compliance, and ethical standards.
ESSENTIAL EXPERIENCE, SKILLS AND KNOWLEDGE:
- Bachelor's Degree in Marine Engineering, Nautical Science, Maritime Studies, or a related field.
- Chief Officer (COC Class 1 Deck Officer) or Chief Engineer certification preferred.
- Minimum 10 years of progressive experience in Marine Operations, Fleet Management, or a related field, preferably with previous sea-going experience at a senior level (Master or Chief Engineer).
- Significant shore-based experience in a shipowner, ship management, or shipping company environment is preferred.
- Demonstrated leadership experience managing operational teams and collaborating with technical departments.
- Proficiency in Microsoft Office Suite; familiarity with fleet management software and voyage optimization platforms is an advantage.
- Prior experience leading cross-functional projects or teams; budget management experience preferred, especially for GM level.
- Solid background in chartering and maritime operations is an advantage.
- Strong capability to negotiate, finalize agreements, and build strategic partnerships.
- Ability to prepare accurate reports and provide timely market updates to senior management.
- Ability to prioritize tasks, manage multiple demands, and adapt effectively in a fast-paced, dynamic environment.
- Proficient in Microsoft Office Suite; familiarity with depot management systems or asset tracking platforms is an advantage.
- Excellent verbal and written communication skills.
- Effectively bilingual in both English and Mandarin (as the position needs to frequently communicate with English/Chinese speaking associates verbally/ in writing whenever appropriate
