The National Institute of Education (NIE), Singapore, invites committed IT professionals to apply for the position of Analyst Programmer / Systems Analyst. This is a contract position till 30 Jun 2027.

The successful candidate will join a dynamic team that underpins NIE's digital transformation initiatives in education. While this role is focused on application development and system support, it also contributes to the broader ambitions of NIE's Technology Roadmap for the Future of Education (TRFE (https://www.ntu.edu.sg/nie/about-us/nie2025-strategic-vision/TRFE), to enable innovation, digital fluency, and the intelligent use of AI to support learning, teaching, and research.

Key Responsibilities

• Design, develop, test, and implement application systems based on user requirements and project timelines.
• Find opportunities to design and implement AI-driven features that enhance and personalize the student digital experience.
• Explore and propose innovative ways to modernize NIE's student information systems by leveraging the latest technology stacks and AI-assisted development methodologies.
• Maintain and enhance existing in-house applications to ensure optimal performance and user experience.
• Collaborate with cross-functional IT teams for system deployment and integration.
• Ensure high standards of code quality, test coverage, and participate actively in code reviews.
• Troubleshoot, debug, and upgrade applications as needed.
• Independently manage IT projects from initiation to completion.
• Ensure compliance with NIE's Data Governance, IT Audit, and Security policies and standards.

Requirements

• Education: A University degree in Computer Science, Information Technology, Engineering, or a related discipline.
• Experience: Minimum of 3 years in software developmentand IT project management.
• Domain Knowledge: Strong understanding of university-level programme & courses, academic calendars, course enrollment, class allocation and award processes.
• Technical Expertise:

1. Proficiency in .NET programming and related frameworks.
2. Practical experience leveraging GitHub Copilot to enhancedevelopment efficiency.
3. Solid understanding of the Software Development Life Cycle (SDLC) and Agile methodologies.
4. Experience in system integration using APIs and databaselayers.
5. Strong background in relational databases and ORMframeworks (e.g., Hibernate).

Good to Have (Added Advantage)

• Experience using Jira for project management andissue tracking.
• Familiarity with AI-driven automation tools andtechniques.
• Proficiency in data analytics platforms such asPower BI for reporting and visualization.
• Knowledge of low-code development platforms (e.g.,Microsoft Power Apps) for rapid application development.
