Job Description
Introduction
You will be part of a small team in the Office of the Provost that oversees policy development that governs and ensures consistency in quality and value across NUS' portfolio of master's programmes and non-credit continuing education opportunities.
NUS' mission has shifted to place greater emphasis on Continuing Education and Training (CET). As both the number and quality of our CET offerings rise, and as we explore ways to create greater opportunities for stackable learning pathways and interdisciplinarity in CET, so does the need for guidelines, coordination and policies rise.
Job Responsibilities
Responsibilities will include gathering information on potential new policies and policy revisions as directed, conducting research to assess operational and fiscal impacts, and engaging with university faculties and schools as well as other central units (Office of Finance, Office of the University Registrar, the Office of Legal Affairs, etc.).
You will proactively identify and engage appropriate campus stakeholders to gather information, build alignment, and secure buy-in throughout the policy development process. You will review existing university statutes and related policies, and conduct comparative analyses of peer institutions to ensure that NUS' continuing education policies remain competitive, innovative, and aligned with the university's mission. Drawing on this input and analysis, you will draft initial policy frameworks in coordination with senior leadership and relevant committees.
You will help usher policy drafts through the university governance and approval processes, ensuring that non-degree policy frameworks operate with an appropriate level of oversight and academic rigour. Our policies should always protect the NUS brand and the quality of our master's programmes, while also supporting mechanisms that facilitate the transition between degree-bearing and non-degree coursework. This is intended to make our continuing education programmes accessible, while maintaining the academic standards required for degree-granting status.
You will serve as the subject matter expert throughout policy implementation. Once policies are approved, you will act as the primary resource for interpretation, proactively identifying and addressing implementation challenges or unintended consequences. You will maintain deep familiarity with NUS CET policies and practices, enabling you to confidently respond to questions and provide guidance to campus colleagues.
You will represent the team in both regularly scheduled and ad hoc meetings, including preparing and delivering presentations as needed. You will assist in drafting responses to inquiries and preparing reports for internal and external stakeholders, including government agencies. In addition, you will produce both recurring and ad hoc reports on a range of CET-related topics, as directed.
While primarily strategic in focus, this position will at times require hands-on engagement with operational aspects of programmes administered or overseen by the Office of the Provost.

Qualifications
Professional and Analytical Skills
• Perspective: ability to take a high-level, end-to-end perspective on policy development and implementation; anticipate downstream impacts of policy changes; and identify implications across a complex organisation.
• Policy Synthesis: proficiency in distilling information from multiple sources into clear, actionable policy frameworks.
• Data literacy: ability to interpret institutional data to build evidence-based cases for new policies or policy changes.
Communication and Writing Skills
• Exceptional ability to draft policies that are clear and concise.
• Skilled in facilitating conversations with different faculty and administrators to resolve objections and find solutions that do not compromise policy integrity.
• Ability to confidently present policy proposals to diverse university communities and committees, and to clearly communicate approved policies, including new policies and revisions to existing policies, to a range of constituencies.
Preferred Qualifications
• At least seven years of full-time professional experience, including at least two years of experience in a large public research university or a similarly complex, highly regulated environment.
