The Quantity Surveyor will be responsible for managing all aspects of cost estimation, budgeting, procurement, and contract administration for construction and engineering projects in Singapore. The role ensures that project costs are controlled efficiently while maintaining compliance with local regulations, industry standards, and company policies.

Key Responsibilities

1. Cost Estimation & Budgeting
  • Prepare detailed cost estimates, bills of quantities (BOQ), and cost plans for new and ongoing projects.
  • Conduct feasibility studies and cost analyses to support project planning and tender decisions.
  • Monitor and update project budgets throughout project life cycle.

2. Tender & Procurement Management
  • Prepare tender documentation including specifications, pricing schedules, and contract conditions.
  • Evaluate supplier, vendor, and subcontractor quotations, ensuring compliance with project requirements.
  • Assist in tender negotiations and recommend award of contracts.

3. Contract Administration
  • Manage pre- and post-contract activities, including progress payments, claims, variations, and final accounts.
  • Review and certify subcontractor claims and invoices.
  • Ensure contractual and statutory compliance according to Singapore's Building and Construction Authority (BCA) regulations and standard forms of contract (PSSCOC, SIA, FIDIC).

4. Cost Control & Reporting
  • Track project expenditure and identify cost deviations and risks.
  • Provide periodic cost reports and forecasts to project management and stakeholders.
  • Recommend cost-saving measures and value engineering solutions.

5. Project Coordination
  • Work closely with project managers, consultants, engineers, and site teams to ensure alignment on cost-related matters.
  • Attend project meetings and provide commercial and financial updates.
  • Conduct site visits to monitor progress and verify work done.

Requirements

  • Degree in Quantity Surveying, Building, Construction Management, or related field.
  • Minimum 7-10 years of relevant QS experience in construction, MEP, industrial, or commercial projects.
  • Strong knowledge of local building codes, tendering procedures, and contract law.
  • Good analytical, negotiation, and communication skills.
  • Ability to work independently and manage multiple projects simultaneously.
  • Able to travel or relocate for project assignments, including to Malaysia and India.
