Job Summary:

The Operations Assistant Manager / Manager will oversee the day-to-day non-clinical operations of two ambulatory surgical centers. These include a 3,000-square-foot center with 2 operating theatres (OTs) and 1 endoscopy room, and a larger center with 4 OTs. The role requires ensuring operational efficiency, compliance with regulatory standards, cost-effective resource allocation, and fostering collaboration with clinical leadership, including the Nurse Manager.

Key Responsibilities:

Operational Management:
  1. Manage daily non-clinical operations across both centers, including scheduling, facility maintenance, vendor contracts, and procurement of supplies.
  2. Oversee patient flow processes to ensure efficiency and patient satisfaction.
  3. Implement and maintain standard operating procedures (SOPs) aligned with regulatory requirements and organizational goals.
  4. Collaborate with the Nurse Manager to ensure seamless integration of clinical and operational workflows.

Compliance and Quality Assurance:
  1. Ensure adherence to all local regulatory standards, including those from the Ministry of Health (MOH), Workplace Safety and Health (WSH), and fire safety regulations.
  2. Oversee infection control measures in non-clinical areas in coordination with clinical teams.
  3. Monitor and manage risk assessments and participate in quality improvement initiatives.

Financial and Resource Management:
  1. Manage operational budgets, including tracking expenditures and ensuring cost-effective operations.
  2. Negotiate and manage vendor and supplier contracts.
  3. Track and analyze key performance indicators (KPIs) for operational efficiency.

Team Leadership and Collaboration:
  1. Lead and develop non-clinical staff, including administrative and support teams, ensuring alignment with organizational goals.
  2. Partner with the Nurse Manager to address operational challenges and optimize staffing schedules.
  3. Act as the liaison between clinical staff and corporate leadership, ensuring smooth communication and alignment of objectives.

Technology and Data Management:
  1. Oversee the implementation and management of IT systems for operations, such as patient scheduling software and inventory tracking tools.
  2. Ensure data security and compliance with PDPA (Personal Data Protection Act).
  3. Leverage data analytics to improve operational processes and performance.

Crisis Management and Contingency Planning:
  1. Develop and implement contingency plans for operational disruptions, such as equipment failure or staffing shortages.
  2. Manage emergency preparedness initiatives, including drills and resource allocation during crises.

Qualifications:
  1. Bachelor's degree in healthcare management, business administration, or a related field. A Master's degree is a plus.
  2. Minimum 3-5 years of experience in healthcare operations, preferably in an ambulatory care or surgical setting.
  3. Strong understanding of Singapore's healthcare regulatory environment.
  4. Demonstrated leadership and team management skills.
  5. Excellent problem-solving and decision-making abilities.
  6. Proficiency in operational software and familiarity with Lean or Six Sigma methodologies is an advantage.
