Senior Assistant Director, Building and Facilities Management

The Office of Development and Facilities Management (ODFM) plays a pivotal role in overseeing the development, maintenance, and management of all University buildings and grounds. In this role, you will assist the Division Head of Building & Maintenance Division in ensuring that our campus infrastructure remains safe, well-maintained, and fully operational, supporting the University's academic, research, and administrative functions.

Responsibilities:
  • Lead and supervise team members in conducting facilities inspection and assessments, ensuring that maintenance activities are carried out effectively and in a timely manner to minimize disruption to campus operations.
  • Manage the execution of upgrading and capital improvement works, ensuring that work proposals, budgets and project timelines are reviewed and optimized to meet user requirements.
  • Review contract specifications and requirements, develop contract calling schedules, and prepare budget proposals for the procurement of maintenance services.
  • Oversee the evaluation of tenders and manage ongoing contracts and expenditure to ensure continuity of services, with contracts awarded and renewed well in advance of expiry.
  • Lead the identification of necessary improvement works, maintenance needs, and cyclical programs for the new financial year.
  • Review and consolidate team budget submissions and present strong business cases to justify funding requests.
  • Oversee monthly expenditure to ensure alignment with approved budgets for preventive and corrective maintenance activities.
  • Ensure that defects are rectified, final reports for BCA Periodic Façade Inspection and Periodic Structural Inspection are submitted, and that buildings are certified as structurally sound and safe for use.
  • Collaborate with the Sustainability Office and faculty members to provide technical input for sustainability and innovative projects on campus.
  • Review and streamline internal work processes to enhance efficiency.
  • Actively participate in university-wide committees and projects to contribute to broader institutional goals and ensure administrative excellence that impacts both the Office of Development and Facilities Management (ODFM) and the University as a whole.


Requirements:
  • Degree in Civil, Mechanical, Electrical Engineering, Building Services, Facilities Management or a related field.
  • At least 12 years of relevant experience in the building & facilities management industry.
  • In-depth knowledge in building systems, mechanical and electrical services design, installation and maintenance.
  • Strong expertise in technical facilities management, contract management and financial budgeting.
  • Experience in sustainability practices and their application within a facilities management context is added advantage.
  • Effective communication and interpersonal skills, with the ability to work well with both internal teams and external contractors.
  • Strong organizational skills, with the ability to manage multiple tasks and deadlines in a fast-paced environment.
  • A positive attitude, self-motivation, and the ability to work both independently and collaboratively within a team.
