Assistant Director, Learning & Development
As part of the Learning and Organizational Development Team in the Office of Human Resources, the successful candidate is responsible for developing a comprehensive and holistic talent development strategy to build NTU's organizational and workforce capability to drive a high performing culture.

He/she is also responsible for developing learning interventions to future-proof the University's workforce amidst the digital disruptions at the workplace by assessing current and future in-demand skills in addition to identifying skills gaps via competency gap analysis.

Pertinent to this role is also the development and tracking of success metrices for evaluation of effectiveness of learning interventions.

Key Requirements

  • Responsible for the full spectrum of talent development process from learning needs analysis, developing learning plans, curriculum curation to rolling out learning programs to develop Management and Support Officers' (MSO) capabilities.
  • Create and drive multiple learning methodologies in NTU by keeping abreast of Learning & Development trends, ideas and innovation; introducing and incorporating innovative and appropriate learning methodologies and technologies to facilitate learning and development, including gamification, Virtual Reality (VR), Artificial Intelligence (AI),
  • Proactively review and formulate learning strategy and framework/policies, based on industry practices
  • Review and enhance learning solutions in Workday, including building and expanding e-content to existing development solutions
  • Identify and establish partnerships with external providers and relevant government agencies on initiatives, funding, grants and sponsorships available in the area of technology
  • Source, implement, manage and evaluate the relevant learning interventions (including e-learning) and facilitators/speakers/trainers to meet learning needs in alignment with business goals.


Key Competencies
  • Degree in Human Resources/ Business Administration or equivalent
  • Minimum 8 years of experience in a Learning and Development role with proven track record of achievements in areas such as developing leadership learning journey or competency-based learning solutions
  • Preferably has at least 3 years of experience in conducting learning needs analysis, competency skills gap analysis, training, and courseware/curriculum development experience
  • Strong stakeholder management, influencing and collaboration skills
  • Proficiency in facilitating small to medium size workshops and comfortable with public speaking
  • Proficiency in data presentations in addition to possessing data driven capabilities and mindset
  • Experience with Workday is an added advantage
  • Ability to develop solutions to problems while balancing the risks & implications across multiple projects
  • Strong knowledge of the latest trends and practices in the learning and development community
  • Conversant in web-learning technologies, learning management systems and others. Hands-on experience in developing e-learning or virtual learning courseware would be an advantage
  • Proficiency in Microsoft Office applications
