Assistant Director, NSS HR Faculty Lead

The NTU Shared Services (NSS) Human Resources (HR) Faculty Lead will lead a team of 19 comprising Senior/Assistant Managers and Snr/Executives to provide HR operational support to Schools / Colleges (units) on Faculty Appointment, Reappointment, Promotion & Tenure and Exit Management processes in the University.

The HR Faculty Lead manages and mentors the team to ensure that tasks and inquiries are delivered with quality and are completed on time to meet the service level agreements (SLA). As the subject matter expert for all faculty processes, he/she will oversee the standardisation of HR process deliverables for the Faculty staff and drive process improvements.

The HR Faculty Lead also works closely with University Academic leaderships including Provost, Associate Provost (Faculty), College Dean, School Chairs, Committee Chairs, College/School HRPs on matters pertaining to faculty processes. He/She provides secretariat support at University level meetings and advices on the process and procedures relating to these areas.

Key Responsibilities are as follows:

1. Service Deliverables

Lead and oversee the efficient and timely delivery of services by the Faculty team in accordance within agreed SLA targets, which includes the following:
  • Provide HR operational support to university and school/college committees formed for the appointment, reappointment, promotion & tenure of Faculty members including Faculty Appointment & Reappointment Committee (FAR), Promotion and Tenure Review Committee (PTRC), School Search Committee (SSC), School Review Committee for Promotion and Tenure (SRCPT) and School Review Committee (SRC/SREC).
  • Track and support the implementation of key decisions made during the university level committees (PTRC, FAR).
  • Ensure that contract preparation is administered accurately and in a timely manner upon confirmation of the candidate by the local units
  • Manage contract reappointment for faculty and ensure that the process is completed in a timely and accurate manner
  • Implement and coordinate the following exercises in accordance to the university's guidance. Supports University level review meetings and ensures outcomes are administered accurately and in a timely manner: Monthly Faculty Appointment & Reappointment Meeting, Bi-annual Promotion and Tenure Review and Annual Lecturer Promotion Exercise
  • Oversee the Exit Management process for Faculty staff
  • Process Recruitment, Promotion, Tenure and Exit Management transactions for Senior Faculty
  • Escalate key service issues or cases which requires exceptional handling to Office of Human Resource (OHR) and/or Provost Office.
  • Work closely with Provost Office on adhoc requests pertaining to statistics etc


2. Operational Excellence
  • Address issues that are escalated by Faculty HR team.
  • Enhance the relationship between NSS HR and its customers by leading the resolution of escalated issues, conflicts, complains and queries from customers.
  • Continuously improve service levels and operational excellence by analysing and refining SLAs periodically
  • Update operational procedures and processes to meet University internal controls and policies.
  • Drive the process improvements and standardisations by identifying potential automation opportunities, and streamlining opportunities.


3. Relationship Management/Customer Relations
  • Ensure seamless HR processing and service delivery by interacting and collaborating with other Process Team Leads and HR Business Partners.
  • Build strong working relationships by understanding the working culture and dynamics of each local unit.
  • Develop business relationships with CHRO and OHR to ensure the alignment of HR transactional services with NTU HR policy & strategic direction.


4. Human Resource Management
  • Mentor new Faculty HR team members to perform their required role.
  • Foster teamwork, improve service levels and build organisational culture by mentoring, coaching and guiding team members and identify their training needs and opportunities for development.
  • Ensure alignment of the individual's objectives to the organisation objectives by setting performance targets for the team members.
  • Conduct performance appraisal for the team and provide regular feedback.


Requirements
  • Demonstrated experience in leading and managing a team of direct reports
  • Familiar with the Employment Act and local immigration rules
  • Excellent oral and written communication skills and ability to convey business requirements and technical needs in a clear, concise, and effective manner
  • Highly developed communication skills
  • Demonstrated ability to interact with people at all levels of the organisation
  • Strong organizational and time management skills
  • Strong analytical and problem solving abilities
  • Experience in implementing continuous process improvement
  • Results oriented self-starter, having a solid track record of initiating and leading performance delivery
