Job Description

UWCSEA Dover seeks an experienced Procurement Executive to join from January 2020.

Reporting to the Procurement Assistant Manager, the incumbent will work closely with other team members in the Procurement department to ensure efficient compliant purchases for all purchases below the tender level for both campuses.

Main Responsibilities

  • Responsible for sourcing, negotiating and purchasing goods or services from both local and overseas Suppliers; Evaluate Suppliers’ quotation to ensure that they are compliant with the requirements provided by the requesting department; Negotiate with Suppliers to secure best possible outcome for the College

  • Develop strong relationships and build trust with stakeholders in the College to understand business needs in order to build solutions to manage purchases; Assist in resolving supply, quality, service and invoicing issues between Suppliers and internal stakeholders

  • Advise/train all staff members on Procurement Policy, providing expert guidance on relevant processes and expectations of purchasing behaviour; Advise internal and external stakeholders on issues regarding General Terms & Conditions of the College

  • Diligently performing daily operational procurement processes such as planning, issuing and following up on Purchase Orders, ensuring all purchase requisitions are verified and approved according to the delegation of authority policy

  • Discover reliable and well-priced suppliers, initiate and develop business partnerships to foster efficient and effective integration with the College’s needs

  • Provide guidance to requestors to ensure that all requirements and scope of works are clearly defined before sourcing from the market

  • Work with team to develop and implement procurement strategies; Carry out projects in the department when necessary

  • Regularly update the department’s internal master files

Person Specifications

  • Preferably in a fast-paced working environment

  • Able to think logically and formulate processes

  • Strong analytical and negotiation skills with attention to detail and meticulous with numbers

  • Excellent English and business Mandarin (written and spoken) communication and able to work well with both external and internal stakeholders

  • Positive work attitude and a high level of integrity is essential

  • Able to work cohesively in a team-based environment as well as independently

  • Able to multi-task and deliver results in a multi-cultural environment

  • Familiar working in Google Suite, Microsoft Office and/or Mac OSX productivity apps
