Job Description

ICT Project Manager 

 

Requirements :
 

i. Singapore Citizen

ii. Proficient in English

iii. Good analytical, interpersonal and communications skills.

iv. Pro-active, dedicated, committed and responsible self-starter.

v. Preferably obtained prior personnel security clearance for Government projects.

vi. Degree in Computer Studies, Information Technology, Electronics Engineering or other equivalent degrees.

vii. Willing to work outside office hours (e.g 7pm -7am) including weekends and Public Holidays.


(b) The specific requirements are as follow:

i. Must have basic knowledge in Information Technology and IT Security.

ii. At least 3 years of working experience in ICT project management or service delivery jobs preferably in government-related systems.

iii. Preferably management certification (such as ITIL, CITPM, PM or equivalent).

iv. Preferably with experience in government-related projects or systems.

 

Responsibilities:


i. Ensure smooth day to day operations of the system.

ii. Support users in all system-related changes, enquiries and issues and help them to solve system- related problems.

iii. Report progress status to Senior System Manager and highlight project risks; suggest mitigation actions and follow-up on them. Highlight any outstanding problems/issues that require directions from the Head Systems Management and Directorate.

iv. Accountable for ensuring maximum system uptime and meeting of the expected support service levels as well as complying with the MHA and SPF security policies and procedures.

v. Work very closely with the key users, supplier, agencies as well as the related project teams within HTX to coordinate project tasks.

vi. Conscientiously present aptly in front of suppliers and user representatives, and be able to effectively steer the system to meet its operation targets

vii. Able to work and think independently. Work well under little supervision and expected to have good interpersonal skills. Deal closely with suppliers and MHA user representatives, as well as other government ministries and statutory boards.

viii. In dealing with user representatives or suppliers, both internal and external, to exercise good public relations skills so that the clean image of our organisation would be untainted. Ensure that dealings with external vendors are done professionally, without inflicting bad feelings on persons who has come in contact with.

ix. Work with Senior System Manager on how to find the long-term solutions to the maintenance and support issues so as to stabilize the entire maintenance and support infrastructure to better service the system users.

x. Performing the helpdesk functions to ensure fast turnaround of system problems and quick response to end-users’ requests and enquiries to achieve maximal end-user satisfaction.

xi. Escort vendors to working site where necessary.

xii. Support procurement administrative roles when required.

xiii. Track and facilitate financial payments to ensure payments are on time and accurate.

xiv. Perform first level system checks at set intervals during the working hours.

xv. Actively seek to promote teamwork and team spirit, and must possess desirable traits of co- cooperativeness, helpfulness, and firmness dealings with others.

xvi. Cope well within a reasonably high level of stress. Demonstrate resiliency, drive and level- headedness.

xvii. Prepared to undertake any other responsibilities or tasks as and when directed.
